Requirement for Board Action
In accordance with Purchasing Code Section 102-420, contract modifications within the scope of the contract and necessary for contract completion of the contract, in the specifications, services, time of performance or terms and conditions of the contract shall be forwarded to the Board of Commissioners for approval.

Summary & Background: These contracts provide In-home Services to eligible Fulton County seniors aged 60 and above. The program allows seniors to remain in their residence, age in place and receive services that result in a healthy, clean, and safe environment.
The In-Home Services contract was approved by the Board of Commissioners in August 2021 at a compensation of $923,197.65. Four contractors were awarded and submitted varying reimbursement rates ranging from $23.95 to $25.00. The cost of doing business has increased and is more expensive than prior years. Approval of this change order less than 10% results in a billable rate change and sets the contract rate at $27.00 for all four (4) In Home Services contractors.
Scope of Work: The Department of Senior Services In-Home Service program provides services and support to seniors who have limited mobility. The service includes Homemaker services whereby contracted staff perform light, custodial work in the home. Personal Care services provide a skilled nurse to take care of the client’s health by performing hygienic assistance and physical assistance. Respite care consists of a professional, certified staff who provides companionship, supervision, assistance with medication, and meal preparation. It also allows for caregivers to conduct business on behalf of the senior in or outside the home.
Community Impact: This is an intervention service and enables eligible Fulton County seniors to remain in their homes, age in place and avoid institutionalization. Caregivers are less stressful as they leave their loved one in a safe and supervised environment with a professional.
Department Recommendation: The Department of Senior Services recommends approval of this item.
Project Implications: Contractor recruitment and retention efforts are negatively impacted by the current reimbursement rate. Staffing difficulties result in administrative downsizing, increase burden for care providers and poses a threat to service delivery.
Community Issues/Concerns: N/A
Department Issues/Concerns: If the contract is not approved, there are departmental concerns regarding the County’s ability to continue to provide services and resources to the community. The unit rate adjustment increase to $27/hour for four (4) in-home service providers and their staffing needs coincides with reimbursement rates being offered in neighboring counties (via ARC provider network). Fulton County pays a lesser reimbursement amount than other counties in the region which negatively impacts the vendors’ ability to recruit and maintain staff.
