Summary & Background

 

The Consultant will work with the County Manager’s Office, the Sheriff’s Office and other County staff to conduct Phase 2 of the Jail Feasibility Study.

 

The following are the overall objectives for Phase 2 for this project:

                     Project future spending and operating costs.

                     Develop detailed space program.

                     Develop site phasing & blocking/stacking diagrams

                     Update construction cost estimate.

                     Refine finance & delivery options.

Community Impact: The construction of a new jail will allow for upgraded housing, better medical capabilities, and additional space/capability for diversion and rehabilitation programs.

 

Department Recommendation: Recommends approval.

 

Project Implications: Phase 2 of the feasibility study will provide additional information required to determine the best approach to the construction, operational costs and staffing of the new Fulton County Jail .  The implications for the jail and associated programs will be significant for all of Fulton County.

 

Community Issues/Concerns: The study will address many of the community’s concerns around care of detainees, diversion resources, medical services and other issues impacting pre-trial incarceration.

 

Department Issues/Concerns: This contract will allow the County to continue to develop and manage a robust community engagement process with key stakeholders.
