Summary & Background: This request is to provide standby fencing installation and repair on an “as needed” basis for Fulton County for FY2027.
Scope of Work: The contract furnishes all materials, labor, tools, equipment, and appurtenances necessary to provide standby installation of new fencing and replacement of existing fencing on an “as needed” basis for Fulton County facilities. The fencing types include chain link, ornamental iron, and steel fencing.
Community Impact: This contract ensures the security of County properties.
Department Recommendation: The Department of Real Estate and Asset Management (DREAM) recommends award of this contract to the lowest responsible bidder to provide standby installation of new and replacement fencing for all Fulton County facilities on an “as needed” basis for fiscal year 2027.
Procedure for Basis of Award:
The recommendation for the award is based on bidders’ total cost per Sections (Section A: Chain Link (galvanized & vinyl coated) Fence and Section B: Ornamental Iron and Steel Fence). That total Contractor cost includes the cost for an estimated number of annual projects (both new installations and repairs) for both Section A and Section B. Those costs per project type were broken down by Contractor’s hourly rate, number of required hours, and total material cost.
The County received and evaluated four (4) bid responses to the solicitation. Osborne & Witt, Inc. dba Allied Fence Company, Inc. submitted the lowest responsible and responsive bid in the amount of $92,946.20; Hawk Fences LLC submitted the second lowest responsible and responsive bid in the amount of $97,415.00; Levonne Industries LLC submitted the third lowest responsible and responsive bid in the amount of $158,225.00 and ZBS & Associates, LLC submitted the fourth lowest responsible and responsive bid in the amount of $282,100.00.
After careful review, DREAM recommends Osborne & Witt, Inc., dba Allied Fence Company, Inc., the lowest responsible and responsive bidder, to provide on-site standby fencing installation and repair services Countywide. Allied Fence holds the current contract with Fulton County and has performed very well and highly competently as a fencing contractor, as stated in its performance report.
This is a time and materials contract, and the requested spending authority in the total amount of $200,000 covers the cost for materials and labor hours for the replacement and maintenance repairs for installation of galvanized chain link fencing for FY2027. This is also a Standby Contract that is dependent on the availability of resources as part of DREAM and end-user/departmental operating/capital funding as adopted for FY2027.
Project Implications: This contract requires specialty tools, equipment, training, and skills. This contract is for fencing repair and installation to be performed in a timely or cost-effective manner to secure and prevent vandalism of County facilities and assets such as generators and HVAC systems at County facilities.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If this new contract is not approved, the County cannot provide standby fencing installation and repair to secure Fulton County facilities for FY2027.
Contract Modification: This is a new procurement.
