Request Approval of Contract - The Department for HIV Elimination requests approval of “Ending the HIV Epidemic” grant funding to THRIVESS, Inc. for services to be provided in Fiscal Year 2021 through FY2024 in an amount not to exceed $200,000.00 per year. There is no required County match. Request authorization for the Chairman to execute contract with selected subrecipient. To protect the interest of the County, the County Attorney is authorized to approve the contracts as to form and substance and make any necessary modifications thereto prior to execution by the Chair. Effective 7/1/2021. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Scope of Work: The Department for HIV Elimination recommends approval of “Ending the HIV Epidemic” (EtHE) funding for THRIVE SS to continue a social media linkage to care program to facilitate improvements along the HIV Care Continuum for Black/African American Men who have Sex with Men (BMSM). This initiative was previously funded for two years through a cooperative agreement with the Health Resources and Services Administration (HRSA) to build capacity for HIV elimination in communities of color. “Ending the HIV Epidemic” funding will support the placement of targeted ads (Marketing, Targeted Awareness Campaign) which will “click through” to a landing page of THRIVE SS (a community partner which operates by and for BMSM living with HIV) with messaging crafted by consensus of the group participants to encourage BMSM living with HIV to get into care and maintain their health (Information Dissemination). THRIVE SS staff will provide direct assistance in informing these individuals of the available options, linking them to care with a Part A provider, and maintaining a peer support relationship to encourage continued treatment such as keeping appointments, adhering with medications, and addressing related health needs. THRIVE SS will provide sufficient data to the Fulton County Department for HIV Elimination to enable epidemiology staff to track participants reached through this strategy and to aggregate health outcomes data for project participants. Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B is the administration’s operational plan to achieve a 75% reduction in new HIV cases by 2025 and at least 90% reduction by 2030 through a rapid infusion of additional resources to 57 geographic focus areas which together account for over 50% of new HIV cases. Four of the 57 focus areas are in Metropolitan Atlanta: Fulton, DeKalb, Cobb, and Gwinnett Counties. As the recipient for Ryan White Part A funds for Metropolitan Atlanta, Fulton County received notification from the Health Resources and Services Administration (HRSA) of an EtHE award (1 UT8HA339330100) with a project period from 3/1/2020 through 2/28/2025 with an award of $3,313,122 per year subject to the availability of federal funding.
Community Impact: “Ending the HIV Epidemic” funding will support linkage to care for BMSM living with HIV in the targeted counties to improve viral suppression which leads to improved health outcomes and decreases in HIV transmission.
Department Recommendation: The Department for HIV Elimination recommends approval of “Ending the HIV Epidemic” funds to THRIVE SS in an amount not to exceed $250,000 per year for each of four years (FY2021-FY2024).
