Requirement for Board Action (Cite specific Board policy, statute or code requirement)

In accordance with Fulton County Purchasing Code, sections 1-117 and State of Georgia O.C.G.A § 36-10-1, requests for approval of contractual agreements shall be forwarded to the Board of Commissioners for approval. This public art contract will serve to commission this artist in accordance with the Art in Public Places Resolution adopted by the Fulton County Board of Commissioners in April 1993. Pursuant to the Art in Public Places Resolution, artists are to be commissioned to create public artworks in Fulton County facilities with funding provided through one percent of the construction budget.

Scope of Work: The Department of Arts & Culture is requesting approval of a public art contract to commission Rory Hawkins to create a site-specific mural at the newly constructed Animal Services Facility in the amount of $25,000.

The artist aims to encapsulate the profound emotions associated with pet adoption in a mural. This mural will depict a myriad of cherished moments from pet ownership, showcasing scenes from daily life of dogs, cats, and farm animals. The scenes will touch on aspects like play, socialization, feeding, and more. Designed with a scrapbook theme, the mural intends to be a backdrop for photos of new adopters and to represent the ongoing journey with pets. The color scheme will align with the Fulton County logo to maintain brand consistency and create a welcoming ambiance. Additionally, the mural will include intricate details about the facility's animal variety and services to engage both new visitors and regular attendees. The goal is to convey the multi-faceted, heartwarming experience of pet adoption, celebrating the numerous joyous memories and bonds that ensue.

The mural will be installed on the exterior of the building between the entrance and the ‘catio’ on the north-eastern side of the facility.

This public art contract uses funds provided by capital budget of the Animal Services Facility.

A Call for Artists’ EOI, issued by the Department using its database of local artists and shared through the County’s variety of social media channels on June 20, 2023. Sixty-four applicants submitted portfolios for review by the Selection Panel. The Selection Panel identified 3 applicants who would receive an honorarium and provide a conceptual proposal by August 13. After a review of the proposals, the Panel scored Rory Hawkins the highest.

 

Community Impact: This mural will provide a colorful and engaging backdrop for newly adopted pets and their family. By including the County logo, there is an opportunity for positive brand association and to enhance the Facility’s mission objectives.

 

Department Recommendation: The Department of Arts & Culture is requesting approval of the public art contract.

 

Project Implications: Should the Board not approve this recommendation; the County would not be able to commission a mural on the exterior façade by the grand opening in November.
