Summary & Background (First sentence includes Agency recommendation. Provide an executive summary of the action that gives an overview of the relevant details for the item.)

Scope of Work:

On June 16, 2021 the Board of Commissioners authorized a market compensation study be conducted by Segal, with the overall goal of collecting and analyzing market compensation data in order to recommend necessary adjustments to the current compensation plan, based upon best practices and survey data.  A series of presentations were put forward to the Board for discussion that explored options and methodology for Key Classifications.

Pursuant to the authorization by the Board of Commissioners on November 17, 2021 via Agenda Item 21-0913, the 2022 Key Classifications Pay Plan was implemented.  Other modifications include removing classifications designated as key from any other section of the pay plan and moving the classification of Court Reporter from the Courts Pay Plan to the Key Classifications Pay Plan. Therefore, this item is to ratify a March 16, 2022 effective date.

This separate section of the pay plan is solely comprised of classifications identified as either posing a great risk for loss of talent or increasing difficulty in recruiting talent, as a result of the current assigned salary ranges.  Some of the departments impacted by this action consist of the following:
