Summary & Background: On November 20, 2019, the Fulton County Board of Commissioners adopted Ordinance No. 19-0854, which amended the Fulton County Purchasing Code to improve the County’s “Non-Discrimination in Purchasing and Contracting” policy by ensuring that it contains narrowly tailored equal opportunity measures in County contracting. Ordinance No. 19-0854 was based on the findings of a disparity study conducted by Griffin & Strong, P.C. and the County’s commitment to non-discrimination and equal opportunity in contracting.
In 2023, the County commissioned its most recent disparity study, also conducted by Griffin & Strong, P.C, with a study period from 2018 through 2022.
The proposed ordinance would continue the Non-Discrimination in Purchasing and Contracting policy by amending Purchasing Code Section 102-441.2 to require the creation of a new disparity study to be completed within five years, by December 31, 2029, and continuing the County’s Non-Discrimination in Purchasing and Contracting policy during that period.
