Request approval to amend an existing contract - Department of Behavioral Health and Developmental Disabilities, 22RFP038A-CJC, Fulton County Behavioral Health Network with Health Connect America (HCA) d/b/a Georgia Hope (Woodstock, GA) in an amount not to exceed $400,000.00, to provide Core Child & Adolescent Outpatient - Oak Hill. This action extends the renewal contract previously approved on December 3, 2025 (Agenda Item #25-0926), through June 30, 2026, for an additional six months, based on the corrective action plan. Effective upon BOC approval through December 31, 2026.

Summary & Background: This contract establishes a provider network by categorizing the various levels of services to allow multiple providers to engage within our continuum of care to help the County drive towards its purpose: to increase access to behavioral health services, establish a County-wide provider network, and strengthen the experience of clients seeking behavioral health services from Fulton County.
Scope of Work: Services under this contract will include a full array of mental health & substance use disorder treatment for children and adolescents, evidence-based, outcome-driven, with the ability to deliver culturally competent care to all County residents. Based on Fulton County’s population, services should include considerations for special populations, including individuals who are justice-involved youth. In addition to these critical services, the County desires to drive effective care coordination across its contracted network of providers, with a particular focus on individuals demonstrating elevated risk and/or transitioning between challenging environments.
Community Impact: Provide community mental health and substance abuse services to individuals within Fulton County.
