Request approval of recommended proposals - Department of Real Estate and Asset Management, 26RFP032326K-CRB, Standby Professional Services for Mechanical, Electrical, Plumbing and Fire Protection in the total amount not to exceed $1,500,000.00 with (A) S.L. King & Associates, Inc. (Atlanta, GA), in the amount not to exceed $500,000.00, (B) Engineering Design Technologies, Inc. (Atlanta, GA) in the amount not to exceed $500,000.00; and (C) Hammond & Associates, Inc. (Norcross, GA), in the amount not to exceed $500,000.00 to provide standby professional services for facilities related design, engineering and assessments in the areas of mechanical, electrical, plumbing and fire protection on an “as needed-task assignment” basis in support of the Department of Real Estate and Asset Management. Effective dates: January 1, 2027, through December 31, 2027, with two renewal options.

Requirement for Board Action
In accordance with Purchasing Code Section 102-375, all competitive sealed proposals shall be forwarded to the Board of Commissioners for approval.

Summary & Background: These contracts provide the necessary expertise and resources associated with various phases of Mechanical, Electrical, Plumbing and Fire Protection (MEPFP) projects including the furnishing of all design, labor, materials, and equipment needed to perform the requisite work.
Scope of Work: Under this Standby Contract, the professional firm(s) shall furnish all design, labor, materials, and equipment needed to perform the work. If sufficient funding is not available to pursue LEED Silver ratings for individual projects, the County desires that site and building designs are developed to maximize energy efficiency and water conservation. Project designs shall minimize adverse environmental impact through energy efficiency, resource conservation, water conservation, site design, and excellent indoor air quality.

Department Recommendation: The Department of Real Estate and Asset Management recommends approval of proposals.
After reviewing seven (7) qualified firm’s proposals, the evaluation and consideration of all available information related to the requirements and evaluation criteria of the RFP #26RFP032326K-CRB; and the Evaluation Committee has determined that the following proposal submitted by S.L. King & Associates, Inc. (91.76%), Engineering Design Technologies, Inc. (91.75%), and Hammond & Associates, Inc. (88.32%) are the three (3) recommended professional firms for the award to provide Mechanical, Electrical, Plumbing and Fire Protection Services for Fulton County for FY2027.
Two (2) of the three (3) recommended professional firms; S.L. King & Associates, Inc. and Engineering Design Technologies, Inc., have provided these services previously from 2021 - 2023 (20RFP124968K-DB), and both have performed outstanding ratings of 3.80 (see Exhibit 2-Contractor’s Performance Reports).
Because of the volume of work anticipated from various capital projects, these professional firms are intended to provide some, all, or any combination of the various and diverse technical expertise needed to complete various mechanical, electrical and plumbing projects.
This is a Standby Contract that is dependent on the availability of capital funding and/or end- user/departmental operating/capital funding as identified” adopted as part of FY2027 budget.
Project Implications: The intent of these professional services contracts is for one or more firms to provide some, all, or any combination of the various and diverse engineering studies; consultative, advisory, investigative and pre-design services; pre-design and pre -construction activities; partnering; project management services; detailed design services; contract administration and general review during construction; construction management services for the County on an as-needed basis. Whenever services are requested by the County, the Contractor will submit a written proposal for the specific project based on the scope of services requested by the County.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If these proposals are not approved, the County does not have the requisite expertise, to perform professional services for mechanical, electrical, plumbing, and fire protection design. Approval will enable DREAM to have engineering consultancy services on hand to review proposal specifications for proposed solicitations before being advertised to ensure that all aspects necessary for successful procurement have been addressed.
Contract Modification: This is a new procurement.
