(Alpharetta, GA) in the amount not to exceed $905,304.00, to provide continued janitorial services for Government Center Complex and Justice Center Facilities for Fulton County for an additional eight (8) months period until new Contracts are fully executed for FY2027. Effective upon BOC approval through December 31, 2026.

Requirement for Board Action
In accordance with Purchasing Code Section 102-420, contract modifications within the scope of the contract & necessary for contract completion of the contract, in the specifications, services, time of performance or terms and conditions of the contract shall be forwarded to the Board of Commissioners for approval.

Summary & Background The contract extensions are being requested for an additional eight (8) month period effective: May 1, 2026, through December 31, 2026, to ensure continued Janitorial Services for Government Center Complex (Group A) and Justice Center Facilities (Group B) for Fulton County until new Contracts (25RFP103025C-MH) are fully executed in which we anticipate/or recommend to begin January 1, 2027, and to safeguard monthly invoice payments for services rendered (May - June 2026) and services for the remainder of this fiscal year.
These extensions for eight (8) additional months will allow time for the Evaluation Committee to evaluate and make recommendations for proposals that were received; to allow legislation to be approved by the BOC; and to complete the contract execution processes for the new Janitorial Contracts 25RFP103025C-MH.
The County approved the 90-Day contract extensions for 22RFP135756C-GS, in accordance with Code Section 102-364(e) in the total amount not to exceed $558,414.33 (A) ABM Industry Groups, LLC in the amount not to exceed $221,807.37, for continued services for Group A, and (B) American Facility Services, Inc. (Alpharetta, GA) in the amount not to exceed $$336,606.96, for continued services for Group B, with effective dates: January 1, 2026, through March 31, 2026.
The County executed an Emergency Purchase Order (EPO) an emergency pursuant to Purchasing Code Section 102-385 on March 31, 2026, in the total not to exceed amount of $191,485.31, with (A) ABM Industry Groups, LLC in the amount not to exceed $76,210.99 for janitorial cleaning for Government Center Complex (Group A), and (B) American Facility Services, Inc. in the amount no to exceed $115,274.32 for janitorial cleaning for Justice Center Facilities (Group B), for an additional one (1) month period from April 1, 2026, through April 30, 2026. The emergency was for continued janitorial services for Government Center and Justice to ensure there were no loss of essential service until a new contract is executed.
These extensions provide critical janitorial services without disruption and provide a means to pay for essential services rendered from previous months and for future payments for services for the remainder of fiscal year 2026.
Scope of Work: These contracts provide general cleaning for Government Center Complex (Group A) and Justice Center Facilities (Group B) for the Department of Real Estate and Asset Management (DREAM). Janitorial contractors furnish all labor, materials, cleaning supplies, restroom supplies (including feminine products, soap, toilet seat covers, toilet tissue, paper towels, and other required supplies) and equipment necessary to provide the highest quality janitorial services at these facilities.
ABM Industry Groups, LLC: Is responsible for the Fulton County Government Center Complex (Group A) which consists of; three (3) facilities: The Government Center; the Public Safety Building and Health and Human Services building totaling 656,424 sq. ft./551,397 cleanable sq. ft.
American Facility Services, Inc.: Is responsible for the Justice Center Facilities (Group B) which consists of; six (6) facilities: Justice Center Tower; Carnes Justice Center Building; Lewis Slaton Fulton County Court House; Judge Romae T. Powell Juvenile Justice Center; the State of Georgia Department of a Human Services (DHS), and Medical Examiner’s Office, totaling of 1,306,434 sq. ft./1,097,405 cleanable sq. ft.
Community Impact: The overall community impact is to provide clean and sanitary facilities for the selected facilities.
Department Recommendation: The Department of Real Estate and Asset Management recommend approval.
Project Implications: These contracts are designed to provide and maintain sustainable clean and sanitary County facilities. An effective cleaning program is a critical component to keeping a healthy and productive environment.
Community Issues/Concerns: None that the Department is aware of.
Department Issues/Concerns: If these contract extensions are not approved, the Department does not have the capacity to provide janitorial services for these selected County facilities.
