Summary & Background: Public Works requests that the BOC approve the award of the contract to Eurofins Environmental Testing Services to provide laboratory testing services.
Scope of Work: This contract provides laboratory testing services of wastewater discharge effluent for the Department of Public Works as required by EPD regulations and the County’s National Pollution Discharge Elimination System (NPDES) Permit. The vast majority of the analyses performed under this contract are for regulatory purposes and the remainder are for quality control and assurance of the wastewater treatment process.
Community Impact: If this Item is not approved and laboratory testing services are not performed, the EPD may take regulatory enforcement action against the County for failure to remain compliant with our permit, which could result in fines and/or consent orders.
Department Recommendation: The Department recommends approval of the lowest responsible bidder.
Project Implications: Laboratory testing is a regulatory requirement of the County’s National Pollution Discharge Elimination System (NPDES) wastewater discharge permits. Not completing these tests could result in enforcement against the County for permit compliance violations.
Community Issues/Concerns: No issues/concerns were raised by the community concerning the laboratory testing services.
Department Issues/Concerns: The Department of Public Works has no issues or concerns.
