Pursuant to Fulton County Code (“FCC”) § 1-117, the Fulton County Board of Commissioners has exclusive jurisdiction and control over directing and controlling all the property of Fulton County, as they may deem expedient, according to law.

Summary & Background

 

Scope of Work: The City of Hapeville is seeking approval of the Fulton County Board of Commissioners to execute a long-term Lease Agreement for County-owned real property located at 3444 Claire Drive, Hapeville, Georgia 30354. The former Hapeville Health Center property is not in use and will require extensive capital repairs before occupancy. The Department of Real Estate and Asset Management (DREAM) and the City of Hapeville have negotiated mutually acceptable rental terms, subject to the approval of the Board of Commissioners.

 

The City of Hapeville will complete all capital improvements required to repurpose the facility to provide government services to Hapeville residents. The initial lease term shall be twenty-five (25) years, with an option to renew for an additional twenty-five (25) years. The annual rental rate will be set at one dollar ($1.00), with consideration for the rental based on Hapeville’s maintenance and repair of the property, as well as the benefit to County residents of having a renovated community center.

 

Community Impact: The former health center facility is currently vacant and has experienced vandalism. The City of Hapeville recognizes the opportunity to revitalize this space and intends to renovate and repurpose the building into a community center. This initiative is expected to have a meaningful and positive impact on the surrounding community by providing a safe, inclusive, and accessible environment for residents to gather, engage, and participate in local programs.

 

Department Recommendation: The Department of Real Estate and Asset Management, DREAM, recommends approving the Lease Agreement to formalize the negotiated rental terms with the City of Hapeville.

 

Project Implications: The approval of a long-term Lease Agreement will serve as a public affirmation of the collaborative partnership between Fulton County and the City of Hapeville, confirming a shared commitment to enhancing the delivery of government services for all residents and visitors throughout Fulton County.

Fiscal Impact / Funding Source

Annual rental incomes and all payments to be received from the city of Hapeville will be deposited into the General Fund.
