Summary & Background

 

On August 19, 2020, the Board of Commissioners approved a Resolution to accept the Coronavirus Aid, Relief and Economic Security Act (CARES Act) CDBG CV-1 award in the amount of $1,098,603 (Agenda Item# 20-0577). The grant funds were authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. The CDBG COVID-19 CV-1 funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) for Fulton County’s low to moderate-income citizens.

The Board of Commissioners approved an award to the City of Palmetto, in the amount of $120,000 (Agenda Item#20-0577) to purchase a LUCAS Device for fire fighters, and covid test kits for low to moderate income citizens. The contract expired on December 31, 2021.  The City of Palmetto exhausted all but $19,909.98 of the original contract, and due to the recent uptick in Covid 19 cases in the area, the City of Palmetto is requesting authorization to utilize the remaining balance to purchase a 2nd LUCAS Device and covid test kits. 

 

Scope of Work: 

The City of Palmetto has received quotes to purchase a second LUCAS mechanical chest compression device to be used by fire fighters at the Palmetto Fire Department to help save the lives of COVID 19 patients and protect the frontline workers caring for them.  Recently, the Department of Defense COVID-19 Practice Management Guide identified the LUCAS chest compression system as the best practice for managing patients in cardiac arrest to reduce the risk of exposure to care providers and to provide higher rates of adequate compressions for patients in transport situations.

In addition, the City of Palmetto is partnered with the non-profit agency, Your Town Health, to distribute covid test kits to low to moderate income citizens.

 

Community Impact: The Lucas device is vital because it prevents frontline healthcare workers from choosing between trying to save a patient or risking exposure to themselves and others to the Coronavirus.

 

Department Recommendation: Approve the requested action.

 

Project Implications:  Approval for the use of these funds will increase the Community Development Department’s ability to continue support of CDBG COVID-19 services to Fulton County citizens who reside outside of Atlanta. 

 

Community Issues/Concerns:  PPE equipment for Firefighters & test kits will help stop the spread of the Coronavirus.
