Summary & Background
Request approval of a Memorandum of Understanding ("MOU") between Fulton County, Georgia, as the GA-502 Fulton County Continuum of Care ("CoC”) Collaborative Applicant, and 24/7 Gateway, LLC (“Gateway”) to manage coordinated entry. The CoC Program interim rule at 24 CFR 578.7(a)(8) requires CoCs to establish a Centralized or Coordinated Assessment System. HUD’s primary goal for coordinated entry processes is to ensure homeless and prevention services are provided effectively as possible and are easily accessible.
This agreement will facilitate the ongoing operations of the Fulton County Homeless Assessment Center offices, ensuring the coordination and delivery of homeless and prevention services for individuals and families residing in Fulton County, excluding Atlanta.
Background: On July 22, 2020, Fulton County issued a competitive application to select a lead organization for managing the GA-502 CoC’s Coordinated Entry program. Gateway emerged as the highest-scoring respondent, and on October 7, 2020, the Fulton County Board of Commissioners, acting as the GA502 CoC Collaborative Applicant, approved (Agenda Item #20-0670) Gateway’s initial contract to serve as the lead organization for coordinated entry.
Since the initial contract approval, the CoC Board of Directors and the Fulton County Board of Commissioners have further endorsed Gateway’s role as the CoC’s Coordinated Entry Lead organization on the following dates: October 16, 2021 (#21-0736), October 5, 2022 (#33-0744), and August 2, 2023 (#23-0479).
On March 21, 2024, the CoC Board of Directors voted to continue collaborating with Gateway as the Lead Coordinated Entry provider from September 1, 2024, through August 31, 2025.
Funding for Fulton County’s coordinated entry efforts during this period will include a Coordinated Intake and Assessment Systems (CIAS) grant from the U.S. Department of Housing and Urban Development (HUD) totaling $304,940.24, supplemented by a Fulton County general fund cash match of $80,032.65.
Scope of Work: Gateway will continue enhancing the County-wide homeless service and referral system, by providing homeless assessments, outreach, mediation services, housing stabilization assistance, housing relocation assistance, rent/utility assistance, employment services, behavioral health support, case management, budget counseling, and more.
The Homeless Assessment Center offices are located at 7741 Roswell Road, NE, Atlanta, Georgia 30350, and 5600 Stonewall Tell Road, College Park, Georgia 30349. Office hours are Monday to Friday, from 9 a.m. to 5 p.m.
Community Impact: The Homeless Assessment Centers work to provide a unified approach to providing homeless and prevention services to Fulton County’s most vulnerable citizens.
Department Recommendation: The Department of Community Development recommends approval of the Memorandum of Understanding ("MOU") between Fulton County, Georgia, as the GA -502 Fulton County Continuum of Care ("CoC”) Collaborative Applicant, and 24/7 Gateway, LLC (“Gateway”) for the purpose of managing coordinated entry.
