Scope of Work: Adult and Dislocated Worker Programs: WIOA authorizes “career services” for adults and dislocated workers, rather than “core” and “intensive” services, as authorized by WIA. There are three types of “career services”: basic career services, individualized career services, and follow-up services. These services can be provided in any order as there is no sequence requirement for these services. Career services under this approach provide local areas and service providers with flexibility to target services to the needs of the customer. WIOA defines the required activities authorized for Adult and Dislocated Workers. Proposers are encouraged to read WIOA, related administrative regulations, and State guidance to understand the scope of authorized activities. These activities include: eligibility determination; outreach and intake; initial assessment of skills; supportive service needs; job search and placement assistance; career counseling; provision of information on in-demand occupations and non-traditional employment; recruitment and other business services for employers; referrals to partner programs and other available programs in the community; provision of labor market information; information on supportive services available through other programs; information and assistance with establishing eligibility for financial aid and assistance for educational programs other than WIOA; comprehensive skills assessments; in depth interviewing and evaluation of barriers to employment; development of an Individual Employment Plan; group counseling; career planning; short term prevocational services; soft skills training; work experience; financial literacy; out of area job search; training services; occupational skills training; supportive services; work-based learning programs include On The Job Training, Incumbent Worker Training, and Apprenticeships private sector training programs; skill upgrading and retraining; job readiness training; adult education and literacy activities; follow-up services.

Department Issues/Concerns: The Department has no issues at this time and in accordance with the Purchasing Code, a duly appointed Evaluation Committee has reviewed the proposals submitted in response to the Workforce RFP on behalf of Select Fulton. The Evaluation Committee selected the proposal from Equus as the most responsive and thoughtful proposal.
