The last major compensation review was completed and implemented in 2015.  That compensation review did not include elected official and the Courts were not included in the final pay plan that was implemented. Subsequently, the Courts had an independent study conducted by the National Association of State Courts, which resulted in the Courts’ classifications being added to the County’s pay plan in a separate section in 2018.  The current pay plan consists of approximately 900 classification titles, 42 salary grades, and a handful of set-rate salaries.

 

Scope of Work:

 

In accordance with Fulton County Personnel Policy, Positions and Compensation (#324-16), the Department of Human Resources Management requests approval of the recommended proposal to provide consulting services for a market compensation survey.  The study will include wage and salary survey preparation and analysis, preparation of reports, presentations to stakeholders, and recommendations for adjustments to salary ranges.

The overall goals of the project are to collect and analyze market compensation data from public and private employers with whom the County competes for personnel in order to ensure that the compensation plan effectively accommodates Fulton County’s future growth and organizational needs.

The following describes some of the various tasks that will be necessary to meet the requirements of this Request for Proposal:

1.                     Develop and implement a process for the Comprehensive Salary Survey for external equity based upon benchmarked job summaries and current actual averages which may be based upon both specifically surveyed and published data, with results in Excel format.

 

2.                     Provide the survey tools to be used in conducting the salary survey.

 

3.                     Develop and implement a methodology for tracking and monitoring comparative compensation data for classifications in the survey region.

 

4.                     Recommend necessary adjustments to the current compensation plan, based upon best practices and survey data.

 

5.                     Provide a final report of the Compensation Study findings to include a minimum of the following:

                     Participating organizations

                     Benchmarks

                     Benchmark comparisons

                     Benchmark survey response data

                     Benchmark descriptions

                     Salary projections

                     Survey definitions

                     Recommended revised compensation plan(s)

 

6.                     Provide for on-going consultation and troubleshooting up to one year after the completion and implementation of the project.
