The Department for HIV Elimination requests approval of FY2021 Ryan White HIV/AIDS Program HIV Emergency Relief Project Grants totaling $26,121,636.00 in Part A funds and $1,866,811.00 in Minority AIDS Initiative (MAI) Funds for a total of $28,008,447.00 pursuant to Health Resources and Services Administration grant H89HA00007. Contracts are 100% grant funded with no Fulton County match. Request authorization for the Chairman to execute contracts with selected subrecipients. To protect the interest of the County, the County Attorney is authorized to approve the contracts as to form and substance and make any necessary modifications thereto prior to execution by the Chair. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

The Department for HIV Elimination recommends approval of funding for selected subrecipients to provide HIV core medical and support services in the 20-county Eligible Metropolitan Area (EMA). Subrecipients were recommended by a Review Committee pursuant to RFP: 21RW0119C-MH. Organizations will receive approved FY2021 for a one-year period (March 1, 2021 - February 28, 2022) contingent upon funding availability. Funds are recommended for award to: AID Atlanta, Inc. (Part A: $1,091,148); AIDS Healthcare Foundation, Inc. (Part A: $2,379,660); Aniz, Inc. (Part A: $457,762); Atlanta Legal Aid Society (Part A: 94,364); Cherokee County Board of Health (Part A: $94,364); Clayton County Board of Health (Part A: $450,998); DeKalb County Board of Health (Part A: $1,058,058); Emory University (Part A: $1,020,827); Fulton County Board of Health (Part A: $2,156,485 and MAI: $236,953); Grady Memorial Hospital dba Grady Health System (Part A: $7,531,174 and MAI: $1,649,858); Here’s to Life, Inc. (Part A: $341,927); NAESM, Inc. (Part A: $154,615); Open Hand Atlanta, Inc. (Part A: $1,569,168); Positive Impact Health Centers, Inc. (Part A: $5,402,574); Saint Joseph’s Mercy Care, Inc. (Part A: $791,148); Someone Cares, Inc. (Part A: $149,989); Southside Health Centers (Part A: $1,072,490); and, THRIVE SS Inc. (Part A: $114,370). Contracts are for one year starting March 1, 2021 through February 28, 2022.
The purpose of the Atlanta Eligible Metropolitan Area (EMA) Ryan White Part A program is to improve the availability and quality of culturally appropriate care for low-income, uninsured, and underinsured individuals and families affected by HIV in the 20-County Atlanta EMA (Barrow, Bartow, Carroll, Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Newton, Paulding, Pickens, Rockdale, Spalding, and Walton Counties). Funds support clients as they progress through the HIV Care Continuum and include core medical and support services which address gaps in the continuum. The program serves a large number of Persons Living with HIV (PLWH) living in poverty, burdened with other medical conditions, and lacking health insurance. This includes a sizable population of PLWH who are not eligible for insurance under the Affordable Care Act (ACA), or most publicly-funded programs. Ryan White Part A funds will continue to be used to address service needs and gaps. The Atlanta EMA continues to align programming and services with the National HIV/AIDS Strategy 2020 and with the Georgia Integrated HIV Prevention & Care Plan, 2017-2021.
Scope of Work: Provision of core medical and support services to improve the availability and quality of culturally appropriate care for low-income, uninsured, and underinsured individuals and families affected by HIV in the 20-County Atlanta EMA.
Community Impact: Ryan White Part A and MAI funding will support essential care and support services for Persons Living with HIV (PLWH) in the targeted counties to improve health outcomes and decrease the number of new HIV cases. All services have as their main goal increased viral suppression rates for Ryan White clients.
Department Recommendation: The Department for HIV Elimination recommends approval of 2021 Ryan White Part A and MAI subrecipient awards in an amount of $26,121,636 in Part A funds and $1,866,811 in Minority AIDS Initiative (MAI) Funds for a total of $28,008,447.
Project Implications: No change in budget. These contracts are 100% grant-funded with no County match.
