Request approval of a 90-day extension to the Intergovernmental Agreement between Fulton County, Georgia, and the Atlanta Housing Authority of the City of Atlanta, Georgia, for the provision of In-Home Services, Community-Based Programming and Transportation Services for senior citizens within Fulton County, Georgia. The current IGA term ends December 31, 2024. This 90-day extension is needed to allow for current clients to be transitioned back to Atlanta Housing Authority. There will be no change to the scope of work in the Intergovernmental Agreement during this extension. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Requirement for Board Action
In accordance with Purchasing Code Section 102-420, contract modifications within the scope of the contract and necessary for the completion of the contract, in the specifications, services, time of performance or terms and conditions of the contract, shall be forwarded to the Board of Commissioners for approval.

Summary & Background
The Intergovernmental Agreement will be administered by the Department of Senior Services and provide services to Atlanta Housing Authority’s eligible seniors
aged 60 and above (e.g., Case Management, Transportation, In-Home Services, and Home Delivered Meals). Atlanta Housing will reimburse Fulton County for the services during the term of the Agreement. The IGA became effective after BOC approval on March 18, 2020 (Agenda Item 20-0182) and has been renewed annually since then. The IGA is currently set to expire on December 31, 2024. Reimbursed funds are not allocated to Department contracts, and Senior Services no longer has the funding to support these clients.
Scope of Work: Fulton County shall provide in-home services and community-based and transportation services to Atlanta Housing-assisted seniors that are referred by Atlanta Housing. Under the terms of this IGA, Fulton County is obligated to provide Services to no more than 50 seniors, ages 60 and older, who are referred by Atlanta Housing for home-delivered meals, and obligated to provide services to no more than 30 seniors, ages 60 and older, who are referred by Atlanta Housing for in-home services. There will be no change to the scope of work in the IGA during the requested extension.
Community Impact: The approval of this extension will ensure that in-home services and meals are provided to eligible Atlanta Housing Authority seniors. If the extension is not approved, there will be seniors within Fulton County who will face insecurities on various levels.
Department Recommendation: The Department recommends approval.
Project Implications: This agreement enables Fulton County and the Department to provide comprehensive nutrition care and In home services to eligible seniors.
Community Issues/Concerns: If not extended 50+ Atlanta Housing Authority seniors will face food insecurities and daily assistance allowing them to age in place.
