Summary & Background

The October 21, 2026 Soundings request is submitted for your review and approval. Below is a brief summary of each request and the related justification.

GENERAL fund

Strategic Priority Area: Open and responsible government

•                     Amend the budget of Multiple Departments - (Page 3)

Funding is requested to increase funding for various departments to supplement the 2026 budget as a result of the personnel cost impact of the Cost-of-Living Adjustment (COLA), Employer Medical Expense and Classification and Compensation changes approved by the BOC. Funds for these adjustments were included in the Non-Agency budget as part of the FY2026 adopted budget. This reserve in Non-Agency is to be used to supplement the budget for those departments that could not harvest sufficient salary savings throughout the year to cover the increase in costs for the remainder of fiscal year 2026.

The requested funding for this amendment is a not-to-exceed amount to be transferred from the reserves located in Non-Agency and earmarked in the 2026 adopted budget for this purpose. The transfer amount from Non-Agency totals $1,373,745. The departmental breakdown is as follows:

•                     Transfer funds from the Non-Agency Department to the Medical Examiner’s Office to fund the increase in decedent transportation services for FY26 - (Page 4)

An additional $165,000 in funding is requested by the Medical Examiner’s Office to supplement the 2026 budget as a result of a projected FY2026 budget shortfall for deceased remains pickup and removal services.

•                     Transfer funds from the Non-Agency Department to the Department of Senior Services to fund the contractual increase of Food Services for FY26 - (Page 5)

An additional $160,000 in funding is requested by the Department of Senior Services to supplement the 2026 budget as a result a projected FY2026 funding shortfall for meal preparation services at Multipurpose facilities and Adult Day Health programs.

•                     Modify the 2026 Annual Hardware and Software Maintenance and Support List - (Page 6)

The BOC approval is requested to modify the Annual Hardware and Software Maintenance List (AML) approved as part of the FY2026 Adopted Budget. The requested changes will be funded within the department’s existing budget and will not result in any budget adjustments.
