Scope of Work: The Georgia Department of Transportation (GDOT) plans to resurface SR 9 (Roswell Road) from Chattahoochee River to Upper Hembree Road. As part of this roadway project, the adjustment of 36 sanitary sewer manholes and 20 water valve boxes will need to be adjusted with the new elevation and grade of the roadway. Sanitary sewer and waterline service will remain uninterrupted during the resurfacing period. GDOT is going to bid for the SR 9 resurfacing project and has suggested executing a Memorandum of Understanding (MOU) between Fulton County and GDOT to cover the necessary sewer manhole and water valve box adjustments. The Department of Public Works has reviewed the cost ($111,000.00) of the manhole adjustments along the sanitary sewer and has budgeted for it as part of the water and sewer fund and included in the 2016-2026 Capital Improvement Program (CIP). Upon completion of the adjustments, Fulton County would reimburse GDOT the actual cost incurred by the contractor.

 

Community Impact: Currently, an 8-inch sewer line and 10-inch water line are serving properties along SR 9. The resurfacing project will affect the existing water line valve boxes and sanitary sewer manholes that serve the properties.

 

Department Recommendation: The Department of Public Works believes that the most cost-effective way to complete the sanitary sewer manhole and water valve box adjustments is by allowing GDOT to bid out the work as part of their roadway project. Therefore, Public Works recommends Fulton County enter into the MOU.

 

Project Implications: The road resurfacing impacted the existing sanitary sewer manholes and water valve boxes due to modifications of the existing grades along the roadway which required structures to be adjusted to match the proposed roadway surface. The existing sanitary sewer adjustments had to occur and maintain sanitary sewer service in this area.

 

Community Issues/Concerns: No concerns were expected since sewer service had to be maintained during construction.

 

Department Issues/Concerns: No concerns were expected by the Department.  This arrangement has worked well between GDOT and Fulton County on other projects.
