Summary & Background: The Department of Community Development requests approval to enter into contract agreements with local non-profit agencies for the purpose of delivering services that assist people with quickly regaining stability after experiencing a housing crisis and/or homelessness. With funding through the Emergency Solutions Grant (ESG), contracted agencies will administer eligible services to include street outreach, emergency shelter, rapid re-housing, homelessness prevention and other related services to persons who are homeless or at risk of becoming homeless.

Scope of Work: ESG is a unique program that provides financial assistance and services to assist those who are experiencing homelessness to be quickly re-housed and stabilized. The program is designed to be the first step in a continuum of assistance to enable homeless individuals and families to move toward independent living as well as to prevent homelessness. ESG funds may also be used to aid people who are at imminent risk of becoming homeless due to eviction and/or or utility shutoff.
Community Impact: Emergency Solutions Grant (ESG) funding allows the County to provide sub-awards to non-profit organizations that deliver homeless prevention services to low and moderate-income citizens throughout Fulton County (outside the City of Atlanta).
Department Recommendation: The Department of Community Development recommends approval to contract with the agencies selected.
Project Implications: Approval will allow the Department of Community Development to contract with organizations providing homeless and homeless prevention services. The ESG grant allocation expires on August 11, 2023.
