SUMMARY & BACKGROUND: The Department of Behavioral Health and Developmental Disabilities (BHDD) requests approval to utilize cooperative purchasing agreement to purchase a customized mobile unit for community outreach efforts to provide information, education and linkages to behavioral health and other health related services. 100% of grant Funds will be utilized without the need for county matching funds. Between 2010 and 2020, Georgia’s population surged by over one million people. With a population of 10.1 million individuals, Georgia is now the 8th most populous state in the nation. During that same period, Fulton County’s population grew by 16%, and is now home to 1,066,710 residents. According to the US Department of Health & Human Services (Substance Abuse & Mental Health Services Administration), close to 3.6% of adults in Georgia live with serious mental health condition such as schizophrenia, bipolar disorder, and major depression. That equates to 363,600 individuals, and most of those individuals reside in the metropolitan Atlanta area. The effects of the COVID pandemic on the mental health is evident in the increase in intimate partner violence, depression, anxiety, substance abuse, overdoses and suicide. Unfortunately, the stigma surrounding mental health issues stops many people from seeking help. Providing the mobile unit as a mechanism for residents to access care will assist in increasing the number of citizens who are able seek services.
SCOPE OF WORK: The Mobile Health Outreach Unit is the hallmark of the Advancing Health Literacy grant program and allows Fulton County to reach some of the most underserved residents and neighborhoods in a county with over 1,000,000 residents. The Mobile Health Outreach Unit will be custom designed for Fulton County to ensure it is best designed to fit the needs of FC residents. The unit will provide a robust platform to reach the community and deliver community health outreach, literacy, access to resources and services. Options for the unit include handicap accessibility, assessment rooms, workstations, restroom, storage for marketing materials, and educational video station and advertisement capabilities on the exterior of the unit.
COMMUNITY IMPACT: The mobile unit will increase access to care because we are bringing the service to the community and decrease the transportation barrier to services. The mobile unit will travel throughout Fulton County in conjunction with community outreach efforts. It is a goal for the mobile unit to reach at least 10,000 citizens within the first year of service.
DEPARTMENT RECOMMENDATION: The Department of Behavioral Health and Developmental Disabilities recommends approval to utilize the Cooperative Purchasing contact to Statewide Contract to purchase a customized mobile unit for community outreach efforts and access to services. The estimated time to complete the customized build and delivery of the mobile unit is six (6) months.
PROJECT IMPLICATIONS: The approval of this contract will address all outstanding vehicle and road equipment maintenance issue; and provide cost-effective vehicle administration and maintenance management services through a comprehensive network of commercial maintenance repair.
COMMUNITY ISSUES/CONCERNS: None that the Department is aware.
DEPARTMENTAL ISSUES/CONCERNS: If this purchase is not approved, the Department will be unable to fulfill the strategy submitted within the Grant application and funding will have to be reallocated elsewhere.
