Requirement for Board Action

In accordance with Purchasing Code Section 102-420, contract modifications within the scope of the contract and necessary for completion of the contract, in the specifications, services, time of performance or terms and conditions of the contract shall be forwarded to the Board of Commissioners for approval.

Summary & Background: These contracts support Neighborhood Senior Center Management (NSC) for 14 centers, Volunteer Services (NSC support) and Case Management in Central, North and South Fulton to eligible Fulton County seniors aged 60 and above. The Aging Services contract was approved by the Board of Commissioners in December 2022 at a compensation amount of $4,487,656.46. Three contracts were awarded, and the contractors submitted varying reimbursement rates for case management services. These rates are based on direct and indirect personnel and administrative costs to deliver these services. Case management services under Aging Services are partially funded through the Atlanta Regional Commission via Older Americans Act funding.

 

The cost of doing business has increased and is more expensive than prior years. Approval of this amendment is necessary to increase each contract to accommodate the billable rate adjustments.

 

Scope of Work: The Department of Senior Services Aging Services program provides services and support to seniors with mobility. Case Management is a service for seniors that requires assistance due to being homebound or having limited mobility. The case manager assesses the senior’s current situation to align services to support them. Senior Center Management supports the County’s 14 centers and allows seniors to visit Fulton County Neighborhood Senior Centers to receive services, participate in programs and partake of meals on a daily basis in a clean and safe environment. Volunteer Services augments senior center staff support, addresses social isolation and increases access to community services.

 

Community Impact: These are support services that enable eligible Fulton County seniors to participate in daily activities near their homes which advances mobility, reduces social isolation and its implications, while promoting engagement and cognitive stimulation. Caregivers are less stressed as they leave their loved one in a safe and supervised environment with a professional. According to the Share Fulton Senior Services Performance Dashboard, approximately 2,969 seniors received case management services per quarter in 2025, and 67,920 meals were provided at the Neighborhood Senior Centers. In 2025, 398 new seniors began receiving case management services, and as of Q4-25, 100% of case management participants surveyed reported that their case managers do a good job setting up their care.

 

Department Recommendation: The Department recommends approval.

 

Project Implications: This service will provide Aging Services to eligible Fulton County seniors aged 60 and above. The service prevents seniors from being isolated and sedentary.
