Request approval of the lowest responsible bidder - Department of Real Estate and Asset Management, 23ITB092023K-JA, Restroom Renovations for Fulton County Juvenile Justice Center, in an amount not to exceed $1,498,000.00 with Brad Construction Company II, LLC (Fayetteville, GA), to demolish and renovate sixteen (16) public restrooms (8 Men’s and 8 Women’s) in the Fulton County Juvenile Justice Center. Effective upon issuance of Notice to Proceed for a period of 180 calendar days. (APPROVED)

Requirement for Board Action
In accordance with the State of Georgia O.C.G.A § 36-91-20, Georgia Local Government Public Works Construction Law, all competitive sealed bids costing $100,000.00 or more for public works construction projects shall be forwarded to the Board of Commissioners for approval.

Summary & Background: The restrooms in the Juvenile Justice Center have not been renovated/updated since the original construction of the facility in 2003. In addition to aesthetic improvements, this project will facilitate compliance with 2010 Americans with Disabilities Act (ADA) requirements.
Scope of Work: Complete renovation of 8 Men’s and 8 Women’s Restrooms in the Fulton County Juvenile Justice Center. The work will be completed in phases so that restrooms remain available for use at all times throughout the project.
In addition to providing construction management, the scope of work will include the following:
1. Application to local authority for requisite construction permits.
2. Demolition of existing floor and wall tile, counters, plumbing fixtures, gypsum board walls and ceilings, lighting fixtures, HVAC diffusers, plumbing fixtures, toilet stalls, and toilet accessories.
3. Furnish and install new plumbing fixtures.
4. Furnish and install new gypsum board walls and tile backer board.
5. Furnish and install new floor and wall tile.
6. Furnish and install new lay-in ceiling.
7. Furnish and install new lavatory counters.
8. Furnish and install new toilet partitions.
9. Furnish and install new toilet accessories.
10. Furnish and install new lighting fixtures and other miscellaneous electrical work.
11. Furnish and install new HVAC diffusers with minor ductwork to fit new ceiling grid.
12. Furnish and install new door/lock hardware.

Community Impact: This effort and impact is necessary to restore designated existing restrooms, economically and efficiently, to a condition which is fully functional and flexible to meet the long-term space and service needs of the community.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the proposal to provide Restroom Renovations for Fulton County Juvenile Justice Center. The recommended Contractor will work in collaboration with the Department of Real Estate and Asset Management Construction Team.
Project Implications: The project will simultaneously ensure that the Juvenile Justice Center has modernized restrooms for the public’s use as well as ensure the restrooms are compliant with ADA 2010.
Community Issues/Concerns: The Department is not aware of any community issues/concerns.
Department Issues/Concerns: If this proposal is not approved, the County does not have the capacity, or the expertise, to perform the renovation of the specified restrooms.
