In accordance with GA CONST Art. 9, § 2, ¶ I, the BOC has home rule governing authority which provides that the “governing authority of each county shall have legislative power to adopt clearly reasonable ordinances, resolutions, or regulations relating to its property, affairs, and local government for which no provision has been made by general law and which is not inconsistent with this Constitution or any local law applicable thereto.”

Summary & Background

The Annual Action Plan summarizes how the department will allocate HUD funding to support housing stability, community development, and services for vulnerable residents. It provides a roadmap for targeted investments and aligns with longterm goals established through our Consolidated Plan.

Fulton County received official notification on April 11, 2026, from the U.S. Department of Housing and Urban Development (HUD), confirming its 2026 funding allocations: $1,333,423 through the Community Development Block Grant Program (CDBG) and $599,301.51 through the HOME Investment Partnership Program (HOME).

The Chairman of the Fulton County Board of Commissioners is authorized to disburse all CDBG and HOME grant funds for the purpose of implementing and aiding programs; and to execute, on behalf of Fulton County, all supplemental intergovernmental agreements, contracts, and related documents, as necessary and consistent with these programs and program amendments as approved by the Board of Commissioners.      

 

I.                     CDBG

 

CDBG proposes utilizing the 2026 funding allocation to support eligible projects and activities, which assist low to moderate income communities, and are administered by subrecipients and municipalities under the Fulton County Cooperative Agreement.

§                     A 2-year grant application was released to municipalities on September 18, 2025.

 

§                     A virtual CDBG application technical assistance (TA) workshop was held on October 2, 2025.

II.                     HOME 

HOME proposes to utilize the 2026 funding allocation to support eligible affordable housing activities, which assist low to moderate income individuals and families.

Community Impact: HUD CDBG and HOME Entitlement funding will help to enhance the quality of life for residents by providing needed housing and services to benefit low and moderate-income Fulton County residents.

Department Recommendation: Approve the requested action.

 

Project Implications:   Approval of the Action Plan will allow the Department of Community Development to use federal funds to provide assistance to individuals and families and make needed infrastructure and park improvements.

 

Community Issues/Concerns:  Public hearings were held on December 16, 2025, and February 23, 2026.   There were no community concerns identified.

 

Department Issues/Concerns:   If the 2026 Annual Action Plan is not approved, it will adversely impact the scope and range of services the County is able to provide to low and moderately low-income residents in Fulton County.
