Request approval of recommended proposals - Department of Senior Services, 21RFQ000007A-CJC Senior In-Home Services in the total amount of $923,197.65 with (A) Southern Homecare dba Always Caring Homecare (Roswell, GA) in the amount of $528,876.33; (B) Help At Home (Newnan, GA) in the amount of $131,440.44; (C) At Home Atlanta (Atlanta, GA) in the amount of $131,440.44; and (D) Trusted Hands Senior Care, LLC, (Roswell, GA) in the amount of $131,440.44 to provide In-Home Services to senior residents age 60 and above effective upon BOC approval through December 31, 2021 with four renewal options.

The Department of Senior of Services recommends approval of the proposals for In-Home Services. The Department of Senior Services is the county based agency designated to provide Older Americans Act services within Fulton County. The department is responsible for the planning and coordination of Case Management, Congregate Meals (Neighborhood Senior Centers), Home Delivered Meals, In-Home Services, and Transportation. This contract will cover In-Home services for eligible seniors age 60 and above. Services include Homemaker, Personal Care and (Caregiver) Respite.
Scope of Work: The In-Home Services Program assists seniors to age in place by providing homemaking, personal care and respite in the home. Homemaker services include light housekeeping such as vacuuming, dusting, laundry and dishwashing to aid the senior in maintaining a clean, safe and healthy environment. Personal Care Services include bathing, grooming and other personal hygiene activities. Caregiver Respite Services provide a professional, certified staff to care for a senior while the primary caregiver is out of the home conducting essential business.
Community Impact: This is an intervention service and enables seniors to remain in their residence, age in place and avoid institutionalization. Seniors receiving this service have a greater chance of avoiding falls due to the removal of trip hazards. Caregivers are less stressful as they leave their loved one in a safe and supervised environment with a professional healthcare worker.
Department Recommendation: The Department of Senior Services recommends approval.
Project Implications: The senior population is expected to be 20% of the total population by 2030. As this segment of the population becomes larger, additional resources will be required to meet the demand for services. This contract offers an expansion to additional organizations to deliver in-home care.
Community Issues/Concerns: There are no community concerns or issues
Department Issues/Concerns: The Department is concerned about labor shortages that have impacted in-home service providers nationwide. This trend is a result of the global pandemic. The Department will clarify expectations with vendors upon approval and closely monitor performance.
Contract Modification: This is a new procurement.
