Summary & Background This request is for the replacement of three (3) existing scanning machines that are currently located in the Government Center Peachtree Street main entrance, Public Safety Building, and Juvenile Justice Center main entrance. Request approval to utilize cooperative purchasing contract to purchase three (3) new Rapiscan 922CX multi-voltage 160KV X-Ray Scanning Systems for designated Fulton County facilities for FY2022.
Scope of Work: This GSA contract provides three (3) new Rapiscan 922CX multi voltage 160KV, X-Ray Scanning Systems for these designated Fulton County facilities.

Community Impact: This effort in necessary to provide safety and security at these key designated County facilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
Each of these X Ray machines is more than 15 years old. The average life expectancy of a baggage scanner like ones used in Government Center is 6-10 years with regular maintenance. Because these machines contain hazardous X-Ray generating system, they must be replaced at recommended intervals. Apart from that, due to advancement in technology, older machines tend to be expensive to maintain and repair due to increases in cost of spare parts and manpower. Replacement machines offer better technology, hazard-less operation and lower maintenance cost.
The replacement, installation and testing of the three (3) new X-Ray scanning systems will be managed by the Department Real Estate and Asset Management (DREAM), Facility Maintenance Team.
Project Implications: This will allow replacement of non-functional X-Ray scanners currently at the Peachtree main entrance and Public Safety Building in the Government Center Complex and Juvenile Justice Center main entrance and provide effective screening of customers and the public entering these facilities.
Community Issues/Concerns: None of which the Department is aware.
Department Issues/Concerns: If this cooperative purchasing contract is not approved, the County will be jeopardizing the entrances to the Government Center Complex and Juvenile Justice Center. This will also impact the entrance to these facilities and would be significantly impacted in our ability to conduct future repairs and ongoing maintenance.
Contract Modification: This is a new procurement.
