Scope of Work: The City of Roswell is currently planning on improving Old Roswell Road at Warsaw Road. The project will include road widening and the construction include sidewalk improvements and landscaping. As part of this roadway project, 2-fire hydrants, 2-water meter boxes, 2-sewer manholes & 9-water valve boxes will be relocated and adjusted within the current right-of-way with appurtenances. Water service will remain uninterrupted during the construction period.  The City of Roswell will bid the roadway improvements in February 2022 and has requested the execution of an Intergovernmental Agreement (IGA) between Fulton County and the City of Roswell to allow the City of Roswell’s contractor will complete the water and sewer relocations and adjustments work as part of their project. Fulton County would then reimburse the City of Roswell after awarded the bid and complete the construction work. Fulton County staff will be on-site during the relocation/adjustments to ensure that its construction is done to Fulton County standards. The estimated construction cost is $44,800.00 and has been budgeted for as part of the water and sewer fund and included in the 2016-2026 Capital Improvement Program.

 

Community Impact: Currently, Fulton County has 8-inch sewer line and 8-inch, 10-inch and 12-inch water mains serving along the Old Roswell Road and Warsaw Road. The road improvements will affect the existing water and sewer lines that serve the developments in this area as well as the distribution system into the City of Roswell. There will be isolated water outages during the construction of the project as services are disconnected from the existing water main.

 

Department Recommendation: The Department of Public Works believes that the most cost effective way to complete the water and sewer relocations/adjustments is by allowing the City of Roswell’s contractor to perform the work as part of their roadway project. Therefore, Public Works recommends that Fulton County enter into an Intergovernmental Agreement (IGA).

 

Project Implications: The roadway improvements impact the existing water and sewer systems due to modifications of the existing grades with roadway construction along the Old Roswell and Warsaw Road that requires fire hydrants to be relocated and water valves & sanitary sewer manholes to be adjusted to match the proposed roadway surface. The existing water and sewer systems relocations and adjustments must occur to maintain water and sewer services in this area.

 

Community Issues/Concerns: During construction of the relocations and adjustments water and sewer service is to be maintained and temporary interruptions may occur during tie-ins with existing water mains.

 

Department Issues/Concerns: The Public Works Department is not aware of any issues or concerns with this proposed Intergovernmental Agreement (IGA). This type of arrangement between the City of Roswell and Fulton County has worked well on past projects.
