Request approval to renew an existing contract - Behavioral Health and Developmental Disabilities (BHDD), 17RFP112103A-CJC, Behavioral Health Service Delivery Model in the amount of $4,855,558.00 with Chris 180 (Atlanta, GA), for the provision of child, adolescent, and emerging adult services on behalf of the Fulton County Department of Behavioral Health & Developmental Disabilities. This exercises the fourth of four renewal options. No renewal options remain. Effective dates: January 1, 2022 through December 31, 2022. (APPROVED)

As the Fulton County BHDD contractor for the provision of Child, Adolescent, and Emerging Adult Services, Chris 180, Inc. will be responsible for providing professional staffing and services for residents of Fulton County. All Fulton County residents will have access to CORE outpatient services to include: Behavioral Health assessments, Psychiatric assessments, Nursing assessments, individual, group, & family therapy, substance-abuse treatment, medication provision and management, and case management services at 3 locations: Adamsville Regional Health Center, Oak Hill Family Center and North Fulton Service Center.
Scope of Work:
As the Fulton County BHDD contractor for the provision of Child, Adolescent, and Emerging Adult Services, Chris 180, Inc. will be responsible for providing professional staffing and services for residents of Fulton County. All Fulton County residents will have access to CORE outpatient services to include: Behavioral Health assessments, Psychiatric assessments, Nursing assessments, individual, group, & family therapy, substance-abuse treatment, medication provision and management, and case management services at 3 locations: Adamsville Regional Health Center, Oak Hill Family Center and North Fulton Service Center. The Emerging Adult (18-24) Re-Entry team will continue to aid in the reduction of incarceration length of stay and recidivism rates for emerging adults with Mental Health or Substance-use service needs by connecting individuals to resources that will assist in stabilization and offer an efficient transition into the community. Chris 180 will provide highly coordinated support for individuals transitioning from jail and assist with resource acquisition to include: linkage to mental health/substance use treatment, housing, employment, and assisting with benefit applications. Subsequent to release from Jail, Chris 180 will continue to provide individualized case management and status reports at 3, 6, 9, and 12 months post release. Chris 180 will continue to provide clinical support for the Text-4 Help program. The Clubhouse funding will be used to provide clinical Child and Adolescent services for grant funded Clubhouse program that provides substance use prevention and alternative life choice activities for adolescents between 13 and 18 years old. Enhancement funding will also be used to continue to support school-based mental health services and supports within 58 schools currently being served within the Fulton County School District. In addition we would like to support the addition of 10 new schools to the program. Support for the SAMSHA MAI Initiative - CHRIS 180 will be responsible for providing evidence-based substance use disorder/co-occurring disorder treatment and recovery support services to individuals ages 18 - 24 that are at risk for or living with HIV, including screening/assessment, outpatient services, intensive outpatient services and the use of FDA-approved medication for the treatment of substance use disorders/co-occurring disorders. The contract renewal will permit the provision of the following services:1) Child and Adolescent CORE services ($2,000,000)2) Text 4-Help services ($10,800) 3) Emerging Adult Re-entry Team - ($520,644)4) School Based Mental Health Therapy Svcs. ($1,864,594) (BHIF Fund)5) Clubhouse Program - ($400,000) (State Grant Fund)6) SAMSHA MAI Initiative ($59,520) (Grant Fund) Total Amount - $4,855,558.00.
Authorize the County Attorney to approve the renewal contract as to form and make modifications thereto prior to execution.
Community Impact: Fulton County BHDD entered into a contract with Chris 180, Inc. to provide Child and Adolescent and Emerging Adult services. Fulton County desires for Chris 180, Inc. to continue to provide this support on behalf of Fulton BHDD. The contract renewal will allow the continuation of behavioral health services on January 1, 2022 without disruption.
Department Recommendation: The Fulton County Department of Behavioral Health and Developmental Disabilities recommends the approval of the contract renewal.
Project Implications: The services described under the Scope of Work for this Contract shall be performed by Chris 180 for a total amount of $4,855,558.00
