Requirement for Board Action

In accordance with O.C.G.A § 36-91-20, all competitive sealed bids costing $100,000.00 or more for public works construction projects shall be forwarded to the Board of Commissioners for approval.

Summary & Background

Currently, Fulton County does not have the means of preventing unauthorized vehicle access to the executive parking garage and loading dock of the Government Center.  The Fulton County Police Department worked with DREAM to develop a solicitation for the provision and installation of M30 Rated Active Wedge barriers. 

 

One proposal received.  A single bid analysis was conducted, and the Department of Purchasing & Contract Compliance has determined it is in the County’s best interest to proceed with awarding this procurement.

 

Scope of Work: The work includes, but is not limited to, furnishing all necessary materials, labor, tools, equipment, appurtenances, permits, and project oversight necessary to perform the installation of the Wedge Barriers (including the site development) for the Fulton County Police Department.

 

Includes installation of the following:

 

Includes training of barrier systems to onsite personnel (Include two (1) days of training)

• Contractor will provide at least one (1) year manufacturers warranties

• Contractor will provide at least one (1) year labor/workmanship warranty

• Contractor will provide a three (3) year renewable maintenance agreement

 

Community Impact: The retractable barriers will be a significant security enhancement intended to protect the lives of County staff and citizens by preventing unauthorized vehicle access to restricted areas in the Government Center Complex. 

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval.  DREAM will work in collaboration with the FCPD and the Contractor to ensure the timely and successful installation of the wedge barriers. 

 

Project Implications: Once installation is complete, the Government Center Complex will be significantly less susceptible to potential loss of life and/or physical damage resulting from unauthorized vehicle access. 

 

Community Issues/Concerns: None that the department is aware of. 

 

Department Issues/Concerns: If this contract is not approved, the County does not have the requisite expertise to facilitate the installation of the selected barrier system. 

 

Contract Modification: This is a new procurement.
