Summary & Background

Request approval of the Memorandum of Agreement ("MOA") between Fulton County, as the GA 502 Fulton County Continuum of Care ("CoC") Collaborative Applicant, and the Georgia Department of Community Affairs on behalf of the Georgia Housing and Finance Authority ("GHFA"), regarding cost-sharing related to the management of the State’s Homeless Management Information System ("HMIS").

 

The cost sharing agreement outlines the use of the HUD grant in the amount of $76,484.00: DCA will retain $33,565.70 of the grant and release the balance of $42,918.30 to the Fulton County CoC to manage its HMIS work.

 

DCA is HUD’s Georgia HMIS Lead and receives HUD HMIS funding on behalf of the GA 502 CoC. As the HMIS Lead, DCA manages the HMIS grant in cooperation with the Fulton County CoC. The purpose of this MOA is to outline the funding obligation of the Fulton County CoC as outlined through the DCA Cost Distribution Plan.  The cost-sharing agreement outlines the use of DCA’s HUD HMIS grant in the amount of $76,484.00.

 

Scope of Work: The HEARTH Act requires all communities that have a CoC to use an HMIS and codified into law data collection requirements for the use of HMIS. The use is a statutory requirement for recipients and subrecipients of the CoC and Emergency Solutions Grant (ESG) funds.  DCA is HUD’s lead for the state of Georgia and manages the use of the data system. The cost service agreement and the use of HMIS grant funding support the Fulton County CoC’s use of the HMIS system.

 

Community Impact: HMIS is a critical tool used to collect client-level data and data on the provision of housing and services to homeless individuals and families and persons at risk of homelessness.

 

Department Recommendation: The approval of the MOA.

 

Project Implications: Approval is critical to the continued management of the Fulton County CoC’s HMIS.
