Requirement for Board Action

In accordance with Purchasing Code Section 102-373, all competitive sealed bids of more than $100,000.00 shall be forwarded to the Board of Commissioners for approval.

Summary & Background These contracts furnish all materials, parts, labor, equipment, and appurtenances necessary to provide on-site preventive maintenance and testing of fire-intrusion alarm systems tasks for all system components to include fire alarm main and sub panels including intrusion alarm connections for Fulton County facilities for FY2026.

 

Scope of Work: The scope of work also includes, but not limited to:

 

  • LED lamp & batteries
  • Smoke and heat detectors
  • Horns and strobes
  • Duck smoke detector
  • Pull stations
  • Fireman phone jacks
  • Override panels

 

Community Impact: This contract focuses on the safety of the County buildings which are visited by citizens. This contract covers the annual maintenance and inspection of the fire-intrusion alarm systems in the buildings for any deficiency that may be observed that would put the building out of compliance. In addition, any corrective repairs that needs to be conducted to maintain the systems’ operation and ensure compliance with fire codes are provided under this contract.

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval. 

 

Procedure for Basis of Award:

 

The recommendation for the award was based on the bidders’ prices for annual testing of fire intrusion alarm devices to include sub panels and smoke detectors located throughout each facility; the per-hour labor rates for tasks other than testing and maintenance repairs cost and overtime; and totaling up all costs for Based Bid Amount to determine the lowest responsible bidder(s) complying with the provisions of this ITB.

 

The recommendation was also based on the bidder’s submittal of required professional certifications/licenses on fire alarm control systems such as: Notifier IFC 2020, Simplex Controls, Edwards Controls and Silent Knight which is a requirement to be considered for an award with Fulton County.

 

Award Recommendation:

 

The County received and evaluated three (3) bid responses to the solicitation. Acom Integrated Solutions submitted the overall lowest base bid in the total amount of $89,217.00 and Twelve & Associates, Inc. submitted the next lowest base bid amount at $131,129.00 (see Exhibit 1, Bid Tabulation Sheet). 

 

Therefore, after careful review, we recommend awards to Acom Integrated Solutions and Twelve & Associates, Inc to provide on-site maintenance and testing of fire-intrusion alarm systems on annual/or an “as-needed” basis for Fulton County, in the total amount not to exceed $225,000.00 for FY2026.  The additional total authority for FY2026 is an increase of $95,000.00 compared to 2025 ($130,000.00).  This is due largely from the impact of new base amount costs for annual testing services for FY2026.  Also, we have identified additional projects such as the replacement of malfunctional fire alarms that are beyond repair in several County facilities.

 

These are time and material contracts. The requested total spending authority of $225,000.00 is sufficient to cover the costs for replacement of all parts/components and labor costs for annual inspections and required maintenance repairs mandated by the State Fire Marshal for FY2026.

 

Project Implications: Current fire code/regulations requires that all fire alarm and suppression systems be tested with any noted deficiencies addressed in short order as mandated by the State Fire Marshall.

 

Community Issues/Concerns: None that the Department is aware.

 

Department Issues/Concerns: If these contracts are not approved, the Department will not be able to provide the required maintenance and testing of fire-intrusion alarm systems in Fulton County facilities and without testing to determine deficiencies in the systems. Consequently, it will increase potential risk for the County.
