Pursuant to 24 C.F.R. Section 91.505, the U.S. Department of Housing and Urban Development (HUD) allows amendments to the consolidated plan and annual action plans (1) where there are changes to funding allocations or changes to the method of distribution of funds; (2) to carry out an activity using funds from any program covered by the consolidated plan not previously described in the action plan; and (3) to change the purpose, scope, location, or beneficiary of an activity.

Summary & Background On March 15, 2023, the Board of Commissioners approved the HOME-ARP Allocation Plan for the $2,428,588 in federal HOME-ARP funds awarded by the U.S. Department of Housing and Urban Development (HUD). HUD awarded an additional $3,634 to Fulton County making the total $2,432,222. The deadline to expend HOME-ARP funds is September 30, 2030.

 

The plan has now been updated so that all of these funds will be used to provide financial assistance, short-and medium-term rental assistance (Supportive Services) to meet a critical need for people experiencing or at risk of homelessness. Funds were reallocated from the development activities (non-congregate shelter and rental housing) and tenant-based rental assistance.

 

 

 

Next Steps:

• Submit the approved Substantial Amendment to HUD.

• Release a Request for Proposals (RFP) for nonprofits to administer funds.

• Submit funding recommendations to the Board of Commissioners for approval.

Community Impact: The HOME-ARP funds will assist the County in its efforts to address homelessness and housing instability within the County.

 

Department Recommendation: The department recommends the BOC approve the requested HOME-ARP Substantial Amendment.

 

Project Implications: Approval of these funds will strengthen Fulton County’s ability to provide supportive services that help prevent homelessness, stabilize vulnerable households, and promote long-term housing security.

 

Community Issues/Concerns: The HOME-ARP substantial amendment was publicly advertised on July 23, 2025 - August 7, 2025.  There were no community issues or concerns.

 

Department Issues/Concerns: If the Substantial Amendment to the HUD HOME-ARP Plan is not approved, it will limit the County’s ability to release 2021 grant funds and respond to community development needs of low to moderate income communities within Fulton County.
