Scope of Work: 

The Department of Human Resources Management recommends approval of a Memorandum of Agreement with the University of Georgia Research Foundation, Inc. (UGARF), through the University of Georgia Carl Vinson Institute of Government, to provide the Certified Public Manager Training Program (CPM or Certified Public Manager Program) to Fulton County employees.

 

The Certified Public Manager Program, offered through the University of Georgia's Carl Vinson Institute of Government under the National Certified Public Manager Consortium, is designed to improve the effectiveness, professionalism, and performance of public-sector managers.

 

As the Department of Human Resources Management continues to advance its strategic focus on workforce development, leadership excellence, and employee engagement, the Certified Public Manager Program remains a key component of Fulton County's leadership development strategy.

 

The program equips executives and managers with the knowledge, skills, and competencies necessary to effectively lead and deliver exceptional service to Fulton County residents.

 

Since its introduction, the program has successfully advanced more than 472 Fulton County employees through the CPM curriculum.

 

Under the proposed agreement, the Carl Vinson Institute of Government will administer and deliver two Certified Public Manager cohorts annually, with up to twenty-five (25) participants per cohort. Services include instruction, participant assessment, program administration, transcript maintenance, evaluation reporting, logistics coordination, training materials, and certification of program graduates.

 

The agreement provides for an annual fixed cost of $175,000. The initial term of the agreement is July 1, 2026 through June 30, 2027, with four automatic one-year renewals, resulting in a total potential five-year contract value not to exceed $875,000.
