Request approval to renew existing contracts - Select Fulton Workforce Development Divisions, 18RFP552018B-JD, Workforce Service Delivery Providing Adult, Dislocated and Youth Services for Select Fulton in the amount of $2,000,009.00 with Arbor E & T, LLC d/b/a ResCare Workforce Services (RWS) (Louisville, KY), to provide adult and dislocated career center and youth services. This action exercises the third of four renewal options. One renewal options remain. Effective dates: July 1, 2021 through June 30, 2022. This contract is 100% grant funded. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA).

Scope of Work: Service programs that are to be provided for this project are Adult and Dislocated Worker Programs and Youth Services. The Workforce Innovation and Opportunity Act (WIOA) provides for specific Adult and Dislocated Career Center and Youth Services for the Fulton County Local Workforce Area, also known as Fulton County Workforce Preparation and Employment System (FCWPES). The geographical jurisdiction of this service includes all areas in Fulton County, excluding the City of Atlanta (which has its own workforce program). The professional services anticipated to be completed for this project include: • Adult and Dislocated Career Center Services • eligibility determination; • outreach and intake; • initial assessment of skills; • supportive service needs; • job search and placement assistance; • career counseling; • provision of information on in-demand occupations and nontraditional employment; • recruitment and other business services for employers; • referrals to partner programs and other available programs in the community; • provision of labor market information; • information on supportive services available through other programs; • information and assistance with establishing eligibility for financial aid and assistance for educational programs other than WIOA; • comprehensive skills assessments; • in depth interviewing and evaluation of barriers to employment; • development of an Individual Employment Plan; “ group counseling; • career planning; • short term prevocational services; • soft skills training; • work experience; • financial literacy; • out of area job search; • training services; • occupational skills training; • supportive services; • work-based learning programs include On The Job Training, Incumbent Worker Training, and Apprenticeships; private sector training programs; • skill upgrading and retraining; job readiness training; adult education and literacy activities; follow-up services; and others Youth Services • career planning, education, training and employment services for in-school youth (ISY) and out-of- school youth (OSY) who are aged 14-24; • Services are for continuous, full-year programs; • All programs are required to recruit WIOA-eligible participants from their service area, enter data into a WIOA Case Management System, and provide a full range of WIOA services until participants exit from WIOA programs and services; • Exit outcomes from services provided must include combinations of the credential attainment (high school diploma/GED), basic skills improvement, nationally-recognized occupational certification/credentials, employment and entry into post-secondary/advanced education.
Community Impact: The addition of a dedicated firm that will provide WIOA specific services for Fulton County residents will ensure greater and more responsive Workforce service delivery.
Department Recommendation: Recommend approval
Project Implications: The Department needs to demonstrate to the State a level of commitment to use these annual WIOA funds in the form of contracts or training agreements. Leveraging outside expertise will be further explored to ensure the WIOA funds are fully used in an appropriate amount of time.
