Summary & Background This increased spending authority is necessary to cover the costs for required maintenance and repairs for gas system, detention pond, and damaged monitoring wells at the County’s Morgan Falls Landfill, as well as Underground Storage Tank (UST) regulatory inspections and compliance testing at nine (9) UST facilities throughout the County.

 

1.                     Landfill Gas System:

 

The gas blower for the active gas extraction system recently failed and required replacement. The spare blower was installed, and thus a new spare blower needs to be ordered and placed in storage in case of another failure. The lead time is typically 10-12 weeks. Also, during the well-field monitoring activities, the Contractor (ACC) noted minimal vacuum to the gas collectors around the driving range that revealed a sunken header is needed for repair.  The landfill gas system requires immediate action.

 

2.                     Detention Pond Repairs:

 

The Detention Pond at Morgan Falls Landfill needs routine maintenance and upkeep to preserve proper function and long-term performance. Work will consist of sediment removal and cleanout to restore design storage capacity, mowing and vegetation management along pond banks and access areas, and removal of unwanted woody vegetation and debris.

 

Minor erosion areas will be addressed through vegetative stabilizing and light grading as needed. The Contractor will evaluate and perform in accordance with applicable stormwater management standards to ensure the facility continues to meet its intended drainage and water quality objectives.

 

3.                     Damaged Well Repairs:

 

On March 19, 2026, during routine groundwater sampling and methane monitoring at Morgan Falls Landfill, the Contractor identified one groundwater monitoring well (GWA-4) and one methane monitoring well (MM-18) that had been damaged at the site. The investigation concluded that the surface completions for both monitoring wells were damaged and should be repaired immediately. The Contractor will complete the necessary repairs in accordance with applicable regulatory requirements and standard industry practices to restore the wells to proper operating condition.

 

4.                     UST Regulatory Inspections and Compliance Testing:

 

Fulton County currently owns and operates the nine (9) UST facilities identified below. The Contractor will ensure each UST facility maintains its Georgia Environmental Protection Division (EPD) compliance status by conducting regulatory inspections, assisting in maintaining records, and working with subcontractors for additional inspections and any necessary repair work that is beyond the Contractor’s capabilities.

Scope of Work: The underlying contract provides all necessary professional services, project management, and administrative support to implement the landfill post closure care services for the scope of work as indicated in the following areas: 

 

A. Project Management, Scheduling, Recordkeeping and Reporting

B. Implementation of Health and Safety Programs

C. Landfill Compliance Inspections

D. Landfill Gas System (LFG) Management

E. Methane Monitoring and Reporting

F. Groundwater and Surface Water Monitoring and Reporting

G. Landfill Maintenance at Merk/Miles and Morgan Falls Landfills

 

All work shall be performed in compliance with the guidelines set forth by EPD.

 

Community Impact: Without this contract, necessary maintenance and repair work on the Morgan Falls Landfill would not be able to be completed in a timely manner.

 

Department Recommendation: The Department of Real Estate and Asset Management recommend approval.

 

Project Implications: The County could also be at risk of penalties from the Georgia Environmental Protection Division.

 

Community Issues/Concerns: None that the Department is aware of.

 

Department Issues/Concerns: If this increase in spending authority is not approved, the County will not have the ability to provide additional landfill site maintenance/repairs to the landfill gas system, detention pond, and damaged monitoring wells, and perform the UST Regulatory Inspections and compliance testing of the nine (9) UST facilities located at Morgan Falls Landfill.  The County could risk violating EPD rules and regulations.
