Summary & Background
Scope of Work:
The Atlanta Newnan Road Pump Station and Force Main Project will construct two (2) new pump stations and approximately forty-six thousand linear feet, 8.8 miles, of force main pipeline to serve the areas around the Serenbe and Crossroads developments in Chattahoochee Hills. The new pump stations and force main pipeline will direct untreated wastewater from this section of South Fulton County to the existing Ono Road pump station. From the Ono Road pump station, an existing network of pump stations, force mains, and gravity sanitary sewer lines will carry the wastewater to the Camp Creek water reclamation facility for treatment. One of the pump stations will be located on the same property as the existing Little Bear Creek Water Reclamation Facility in the Crossroads residential subdivision. This new pump station will allow this small reclamation facility to be decommissioned.
The project will be completed using the Progressive Design-Build model. This initial agenda item will allow the Reeves Young GMC JV to undertake the design work of the new pump stations and pipe line and to develop a Guaranteed Maximum Price (GMP) to construct the project. The design work will be completed with close coordination of Public Works staff to ensure the pump stations and pipeline meets our design standards and specifications. Once the design is completed and the GMP have been developed, a separate agenda item will be prepared and brought forth to the Board of Commissioners for final approval before construction is authorized.
Community Impact:
A new wastewater collection system is necessary in this portion of South Fulton County to serve the anticipated growth in the area. Currently, the Serenbe development has their own wastewater treatment facility within their development. However, as the area continues to develop, their facility is not large enough to treat all of the anticipated wastewater and it will need to be diverted to the Fulton County system. The Crossroads subdivision is currently being served by the Little Bear Creek facility permitted to treat wastewater from the subdivision. It is no longer cost effective to operate the Little Bear Creek facility and it would be more efficient to have the Camp Creek facility treat the wastewater generated from the Crossroads subdivision.
Department Recommendation:
Public Works recommends that the Reeves Young GMC JV be awarded the Atlanta Newnan Road Pump Station and Force Main project.
Project Implications:
Without the Atlanta Newnan Road Pump Station project, development will be limited in the Serenbe and Crossroads areas.
Community Issues/Concerns:
No issues or concerns have been raised by the surrounding communities. The property owners of Serenbe and the surrounding properties has been very supportive of the planned project.
Department Issues/Concerns:
Public Works supports this project and believes that it is in the long term interest of Fulton County to decommission the Little Bear Creek facility.
