Scope of Work: The Department of Arts & Culture is requesting approval of a public art contract to commission Averbuch Rail Art LLC to create a site-specific, original work of public art in Johns Creek at the newly constructed Rogers Bridge in the amount of $140,000. This public art contract uses funds from the General Fund specifically allocated to the project by the BOC and therefore is not subject to the Art in Public Places Resolution adopted by the Fulton County Board of Commissioners in April 1993.
Background: On April 13, 2022 the Fulton County Board of Commissioners resolved to approve an Intergovernmental Agreement with the City of Johns Creek, Georgia to create a Selection Panel and to commission artwork from the steel material used to construct the historic Rogers Bridge (Agenda item #22-0246). As part of the Agreement, the County is committing $150,000 cash and the City is committing $50,000 towards the project. The goal is to create one significant statement piece at the original Rogers Bridge location, along with several smaller pieces located at City and County facilities. For this contract the County will be contributing $90,000 and the City will be contributing $50,000, along with in-kind engineering works to prepare the site and foundation.
Scope of Work: The Bridge, a sculpture celebrating the bridge as a foundational form which connects communities. The Bridge will take the shape of two groups of recycled steel figures held together by a colossal arch made of recycled granite. The arch, at its highest point, reaches 18 feet tall and is 24 feet wide. The sculpture will be made of steel from the old Rogers Bridge and granite recycled from old curbstone. Altogether the sculpture will measure 18 feet tall, 34 feet long by 12 feet deep. The Bridge will be installed on the Johns Creek side of the Chattahoochee River on the edge of Cauley Creek Park (currently under construction). The Bridge will be positioned in such a way where the arch will frame the new bridge.
This public art contract uses funds from the General Fund specifically allocated to the project by the BOC and therefore not subject to the approval process established by the Art in Public Places Resolution.
The artist was selected by a national online Call for Artists’ EOI, issued by the Department via publicartist.org 5/12 - 5/29 2022. 40 applicants submitted portfolios for review by the Selection Panel. The Panel was composed of:
- Commissioner Liz Hausmann - Fulton County Board of Commissioners
- Councilman Dilip Tunki - City Johns Creek Council
City of Johns Creek staff, including the Deputy City Manager, the Director of Public Works, and the City Engineer
- Joan Compton - Fulton County Arts Council member, local resident, Johns Creek Historical Society President, Johns Creek Convention and Visitors Bureau board member, and Cultural Arts Alliance at Johns Creek board member
- Lynn Pennington - Johns Creek Beautification, Inc.
- Stacey Gross - Johns Creek Convention and Visitors Bureau Executive Director
- David Manuel - Fulton County Arts and Culture Director
The Selection Panel identified 4 applicants who would receive an honorarium, visit the site and provide a detailed proposal. The finalists attended a site visit on July 11, provided their proposals on Aug 8, and presented to the Panel on Aug 16. Following the presentations, the Panel reviewed the proposals and scored Ilan Averbuch (dba Averbuch Rail Art LLC) the highest with almost unanimous support.
Community Impact: When installed, this artwork will serve to enhance the experience of visiting the Chattahoochee River and newly constructed Rogers Bridge (which the County contributed funds to - Agenda Item # 19-0986). It will also preserve a significant part of Fulton County history by recycling steel from the 106-year-old bridge.
Department Recommendation: The Department of Arts & Culture is requesting approval of a public art contract to commission Averbuch Rail Art LLC to create a site-specific, original work of public art in Johns Creek at the newly constructed Rogers Bridge in the amount of $140,000.
Project Implications: Earlier this year the Board joined with the City of Johns Creek on an MOU for the commission of multiple works of art using the recycled bridge materials (Agenda item #22-0246). Should the Board not approve this recommendation it would jeopardize the MOU, relationship with the City and perception in Johns Creek and arts communities.
