Request approval to enter into a Memorandum of Agreement ("MOA") between Fulton County, as the GA 502 Fulton County Continuum of Care ("CoC") Collaborative Applicant, and the Georgia Department of Community Affairs (DCA). 

The purpose of this MOA is to address the funding obligations delineated for the Fulton County Continuum of Care through the Cost Distribution Plan that was approved by the GA HMIS Steering Committee and derived from a HUD funded CoC HMIS dedicated grant.

The cost sharing under this Agreement will be applied as follows:

Scope of Work: The HEARTH Act required HUD to establish standards related to HMIS, including standards related to encryption of the data collected and the rights of persons receiving services under the McKinney-Vento Act. The use is a statutory requirement for recipients and subrecipients of the CoC and Emergency Solutions Grant (ESG) funds.  DCA is HUD’s lead for the state of Georgia and manages the use of the data system. The cost service agreement and the use of HMIS grant funding support the Fulton County CoC’s use of the HMIS system.

 

Community Impact: HMIS is a critical tool used to collect client-level data and data on the provision of housing and services to homeless individuals and families and persons at risk of homelessness.

 

Department Recommendation: Approve the requested action.

 

Project Implications: Approval is critical to the continued management of the Fulton County CoC’s HMIS.
