Summary & Background: On June 19, 2013 (Item #13-0479), The Board of Commissioners approved 13RFP88502C-DR, APCO P25 Phase 2 TOMA Simulcast Trunked Radio System.
This request is to upgrade the existing ASTRO P25 Digital Radio System maintenance. The system will operate 24 hours a day, 7 days a week and Motorola Solutions will provide radio system maintenance and repairs to the Countywide Digital Radio System infrastructure. The system serves more than 29,566 users throughout Fulton County, including Fulton County Police, Fulton County Sheriff’s Office, Fulton County Marshal’s Department, Fulton County District Attorney Office, Fulton County Solicitor General, Fulton County Medical Examiner’s Office, Fulton County Emergency Management Agency, Fulton County Public Works, Fulton County Board of Education, Fulton County Animal Services, Grady Emergency Medical Services, American Medical Response Ambulance, Atlanta Public Schools, Morehouse College Police, Allied Universal Security, and the cities of South Fulton, Johns Creek, Fairburn, Union City, Palmetto, Chattahoochee Hills, Hapeville, and College Park. The Digital Radio System is the vital radio lifeline between the Public Safety Responders, the public requesting service and the 911 Dispatcher.
This request is necessary for the maintenance and support of the ASTRO P25 Digital Radio System. Without a maintenance service agreement, system interruptions will not be supported and restored in a timely manner, repairs will be based on time and materials, typically cost prohibitive, and the delivery of essential public safety services could potentially be interrupted.
The upgrade includes an increase in radio fees to $600 per radio (portable and mobile) annually for all participating agencies, with a subsequent 10% increase every two years to support the ongoing maintenance, repair, enhancement, and sustainability of the Countywide Digital Radio System.
Pursuant to Purchasing Code Section 102-384, this request meets the following category permitted as basis for conditions allowing the award of a contract without competition:
(4) When necessary to maintain compatibility with existing equipment or systems, only specified makes and models of technical equipment, software, and any parts will satisfy the County's needs for additional units or replacement items, and only one source is available.
In accordance with County Purchasing Section §102-386, regarding intellectual property, the annual cost for the maintenance and support will be included on the Annual Hardware and Software Maintenance and Support List (AML) that is presented for approval to the Board of Commissioners as part of the annual budget process.

Scope of Work: Motorola Solutions (Motorola) ASTRO 25 Advanced Plus Services (Advanced Plus Services) provide an integrated and comprehensive sustainment program for fixed end network infrastructure equipment located at the network core, radio sites, and dispatch sites. The contract includes ASTRO System Monitoring for Cybersecurity, Network Event Monitoring, ASTRO P25 Connectivity, Remote Technical Support, Network Hardware Repair, Security Update Service (SUS), Remote Security Update Service (RSUS), On-Site Infrastructure Response, Annual Preventative Maintenance, and System Upgrade Agreement (SUA).
Third Party Services consist of the following elements:
• Microwave Extended Aviat Care Support
• Microwave On-Site Support
• Genesis Support (allows for Emergency Services Radio Technicians to activate and program radios on the system)
• Vertiv Uninterruptible Power Supply (UPS) Service Agreement
• Tower Radio Frequency Site Vegetation Control
• Generator Preventive Maintenance Support
• HVAC Preventive Maintenance Support
Community Impact: This request is necessary for the maintenance and support of the Digital Radio System. Without a maintenance service agreement, system interruptions will not be supported and restored in a timely manner, repairs will be based on time and materials, typically cost prohibitive, and the delivery of essential public safety services could potentially be interrupted.
Department Recommendation: Recommend approval of the Motorola Maintenance and System Upgrade Agreement (SUA) contract. Attached are Exhibit I Fulton County Maintenance and Renewal and Exhibit II Contractor Performance Report.
Project Implications: Motorola is the only provider that can provide service on the Fulton County ASTRO P25 Radio System due to their proprietary hardware and software.
Community Issues/Concerns: The communities we serve by providing Public Safety services by our Stakeholders require reliable communications for the safety and response for life and property.
Department Issues/Concerns: This request is to ensure that the Digital Radio System will continue to operate at peak efficiency through scheduled periodic preventive maintenance, and response to system failures by the local service center technicians from BearComm Communications Company. The maintenance service agreement provides engineering, technical support, materials and labor for routine and emergency services to support the Countywide Digital Radio System.
