Scope of Work: The Finance Department recommends approval of the attached Resolution which includes the County’s 2023 General Fund, Bond Fund, and Special Service District - Fulton Industrial District millage rates. Per statute, the Fulton County Board of Education recommends a 2023 millage rate of 17.240 to the Board of Commissioners (BOC) who in turn approve the recommended rates, perfunctorily. The Fulton County Board of Education adopted their final millage rate on August 10, 2023.

The Board previously approved Item 23-0454 on July 12, 2023 that authorized a proposed millage rate, advertisement of the 5-year levy ad, set the public hearing dates, authorized the Chair to sign the Pending Appeals for Properties Other than Public Utilities form, and authorized the County Attorney to petition the Superior Court of Fulton County for immediate and temporary collection of 2023 taxes, if it becomes necessary. Two of the three required public hearings were held at the regular meeting of the Board of Commissioners on August 2, 2023 at 10:00 a.m., a special called meeting at 6 p.m. on August 2, 2023, and the final public hearing is being held at the recess meeting on August 16, 2023 at 10:00 a.m. in the Assembly Hall, located at 141 Pryor Street, SW, Atlanta, GA 30303 and via video conferencing accessible via the Fulton County website at www.fultoncountyga.gov or were accessed electronically via the following web addresses for the public hearing dates below:

We recommend for the BOC to consider a millage rate with no more than three decimal digits based on the advice of the Tax Commissioner on billing system limitation.
