In accordance with the State of Georgia O.C.G.A § 36-91, Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction PM, D/B Projects) costing $100,000.00 or more shall be forwarded to the Board of Commissioners for approval.

Summary & Background: The Campbellton Road Pump Station and its associated forcemain are facilities identified within the South Fulton Capacity Study, which was approved by the BOC under Agenda Item No. 21-0143 on February 17, 2021. Recent discussions with the City of Chattahoochee Hills and the City of South Fulton confirmed the continued need for extension of sanitary sewer services within this portion of the sewer shed in order to support the continued development of this portion of South Fulton County.
Scope of Work: The Campbellton Road Pump Station and Force Main Project will construct one (1) new pump station and approximately twenty thousand linear feet (3.8 miles) of force main pipeline to serve portions of the Cities of Chattahoochee Hills and South Fulton. The new pump station and force main pipeline will direct untreated wastewater from this section of South Fulton County to existing facilities, directing that flow to the Camp Creek WRF via the Deep Creek Pump Station. The initial design of the project was awarded to the Sol Construction/Prime Engineering JV on July 10, 2024, BOC (Agenda Item No. 24-0484) under the Progressive Design-Build model. The Sol Construction / Prime Engineering JV has provided a Guaranteed Maximum Price (GMP) for the construction of the project based on the 80% design documents. The total GMP for the project in the amount of $20,332,908 has been reviewed by Public Works staff. The $20,332,906.00 GMP includes $728,124.32 (3.4%) in contractor and owner contingencies to address unforeseen construction elements during the construction of the pump stations and installation of the force main pipeline.
Community Impact: This project will support the expected growth and new developments planned for the portions of the cities of Chattahoochee Hills and South Fulton near the intersection of Campbellton-Fairburn Road (SR92) and Cascade Palmetto Hwy (SR154).
Department Recommendation: The Public Works Department recommends approval of this item.
Project Implications: This project aligns with the goals and expectations presented within the South Fulton Capacity Study.
Community Issues/Concerns: Without approval of this Agenda Item the service areas in question will remain unsewered. This Agenda Item allows the expansion of the Fulton County sanitary sewer network within the South Fulton County area.
Department Issues/Concerns: The Department of Public Works has not identified any issues/concerns regarding this project.
