Summary & Background: Fulton County therapeutic pools located at the Dorothy Benson Senior Multipurpose Center, Harriet G. Darnell Senior Multipurpose Center, HJC Bowden Senior Multipurpose Center, and Helene S. Mills Senior Multipurpose Center provide quality programs, offering a range of recreational, athletic, therapeutic and enrichment activities while promoting wellness and healthy lifestyles to the senior adults of Fulton County. 

 

The water capacity for the therapeutic pools range in size:

1)                     Dorothy Benson Senior Multipurpose Center - Approximately 28,218.75 gallons

2)                     Harriet G. Darnell Senior Multipurpose Center - Approximately 24,000 gallons

3)                     HJC Bowden Senior Multipurpose Center - Approximately 29,000 gallons

4)                     Helene S. Mills Senior Multipurpose Center - Approximately 28,218.75 gallons

 

Due to these facilities serving therapeutic and rehabilitation purposes, consistent oversight and timely corrective maintenance are critical. The contract supports compliance with all applicable federal, state, and local health, safety, environmental, and operational regulations, as well as industry standards governing public aquatic facilities. Maintaining proper water quality, equipment performance, and facility operations helps mitigate health and safety risks while ensuring continued regulatory compliance.

 

Approval of this contract is essential to sustain uninterrupted maintenance services, preserve the County's investment in these specialized facilities, and ensure therapeutic pool operations continue to meet all requisite compliance requirements, providing a safe and reliable environment for residents, program participants, and staff.

 

Scope of Work: This contract scope of work includes all labor, parts, equipment, transportation and material necessary to provide comprehensive preventive, corrective, and emergency maintenance services for the therapeutic pools and associated environmental control systems located at Fulton County senior multipurpose centers. Services include maintaining safe, reliable, and fully operational pool facilities through routine inspections, water quality management, equipment maintenance, repairs, and regulatory compliance.

 

The scope of work includes, but is not limited to:

                     Performing twice-weekly pool inspections, water testing, and chemical balancing to maintain water quality in accordance with Fulton County Health Department requirements and recognized aquatic industry standards.

                     Furnishing all chemicals, pool treatment products, approved replacement parts, and related materials necessary to maintain proper water chemistry, sanitation, clarity, and safe operating conditions.

                     Providing preventive maintenance and servicing of pool mechanical systems, including pumps, filters, heaters, strainers, automatic chemical feed systems, and related equipment to ensure continuous operation.

                     Calibrating and maintaining automated chemical treatment systems and performing filter backwashing and additional service visits as necessary to promptly resolve water quality issues.

                     Providing on-site technical support, operational guidance, and consultation regarding pool operations, safety, and maintenance best practices.

                     Maintaining detailed inspection, maintenance, and water quality logs documenting all services performed.

                     Responding to emergency, high-priority, and routine service requests within established contractual response times to minimize operational disruptions.

                     Performing preventive maintenance, troubleshooting, diagnostics, and repairs on pool environmental control and dehumidification systems, including PoolPak, Desert Aire (DX Aire), and Carrier equipment, in accordance with manufacturer recommendations.

                     Completing scheduled monthly preventive maintenance activities for dehumidification systems, including inspection and replacement of filters, belts, bearings, compressors, refrigerant systems, condensate drains, electrical connections, airflow components, dampers, controls, and operating system performance.

                     Providing qualified personnel, including licensed subcontractors when required, to perform specialized repairs and maintenance on environmental control equipment.

                     Performing corrective maintenance and repairs on a time-and-material basis when equipment failures occur.

                     Ensuring all work, materials, chemicals, and replacement components comply with Fulton County Health Department regulations, applicable federal, state, and local codes, manufacturer specifications, and industry standards to support the safe, efficient, and uninterrupted operation of the County's therapeutic pool facilities.

 

Community Impact: Provide quality programs, offering a range of recreational, athletic, therapeutic and enrichment activities while promoting wellness and healthy lifestyles to the senior adults of Fulton County.

 

Department Recommendation: The Department recommends approval for United Pool Maintenance of Georgia, LLC the lowest responsive and responsible bidder to provide comprehensive preventive maintenance and repair services for Fulton County therapeutic pools located at the Dorothy Benson Senior Multipurpose Center, Harriet G. Darnell Senior Multipurpose Center, HJC Bowden Senior Multipurpose Center, and Helene S. Mills Senior Multipurpose.

 

Procedure for Basis of Award:

The recommendation for the award was based on the bidders’ prices for the combined total costs for monthly Chemical Treatments and for the Preventive Maintenance Services to determine the lowest responsible bidder to provide Therapeutic Pool Maintenance for Fulton County for FY2027. Also, bidders must provide proof of professional licenses/and certification in Georgia Conditioned Air Contractor Class II, Boiler License (Chief Engineers), Refrigerant License issued by EPA Pesticide Applicator License and Certification Pool/Spa Certificate (National Swimming Pool Foundation) which is a criteria to be considered for an award with Fulton County.

 

The Department received and evaluated two (2) bids for the solicitation 1) United Pool Maintenance, of Georgia, LLC submitted the overall lowest bid of $9,960.00 and 2) Aquatic Management submitted the 2nd lowest bid of $11,787.00.

 

As of 2027, the Department of Real Estate and Asset Management, HVAC Maintenance staff will manage this time and materials contract and coordinate facility accessibility with the Senior Services Staff to ensure minimal impact to ongoing aquatic programming.

 

Project Implications: This contract requires professional licenses, equipment and technician skills to perform preventive swimming pool maintenance. This contract provides weekly chemical treatments of pool water systems and monthly on-site preventive and corrective maintenance services and; any repairs and replacement that are identified during the operational onsite inspections.

 

Community Issues/Concerns: None that the Department is aware.

 

Department Issues/Concerns: ​If this contract is not approved, the Department does not have the capacity to provide the requisite therapeutic pool maintenance, which could result in the closure of all pools supporting the aquatics program at the four (4) Multi-Purpose facilities. Inoperable pools and a lack of usage would result in loss of value of County property, deterioration of building interiors and greatly impact the health of seniors sustained by the aquatics program.

 

Contract Modification: This is a new procurement.
