O.C.G.A § 36-10-1. All official contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered on its minutes.

Scope of Work: The City of Milton has improved Hopewell Road at Hamby Road and Hopewell Road at Thompson Road. The project included road widening and the construction of a roundabout with landscaped medians and sidewalk improvements. As part of this roadway project, approximately 1873 linear feet of 8-inch water main with appurtenances was relocated within the current right-of-way. The City of Milton bided and awarded to CMES Inc., the roadway improvements in early 2021. The City requested the execution of an Intergovernmental Agreement (IGA) between Fulton County and the City of Milton be delayed until after the completion of the roadway improvements so that the final costs would be known. As part of this IGA, Fulton County is agreeing to reimburse to the City of Milton for the completed construction cost. Fulton County staff was on-site during the relocation of the water main to ensure that the construction was completed according to Fulton County standards. The final cost of the relocation and installation of the impacted water mains is $482,585.00 and was previously budgeted for as part of the 2021 Water and Sewer fund budget and included in the 2016-2026 Capital Improvement Program.
Community Impact: The road improvements have allowed Fulton County to upgrade the existing 8-inch water main to provide better water distribution to the Milton customers and is able to accommodate future development in this area.
Department Recommendation: The Department of Public Works believed that the most cost effective way to complete the water main relocations was by allowing the City of Milton to bid out the work as part of their roadway project. This format has been used on several previous projects with the City of Milton and has proven to be beneficial for both parties. Therefore, Public Works recommends that Fulton County enter into an Intergovernmental Agreement (IGA) and provide the necessary construction payment.
Project Implications: The road improvements impacted the existing water mains due to modifications of the existing grades, roundabout and road widening that required the water mains to be relocated and valves to be adjusted to match the proposed roadway surface. The existing water main relocations occurred while maintaining water service in this area.
Community Issues/Concerns: During construction of water main relocation, water service was maintained while the Contractor made water tie-ins to the existing water mains and service lines.
Department Issues/Concerns: The Public Works Department is not aware of any issues or concerns with this proposed Intergovernmental Agreement (IGA). This type of arrangement between the City of Milton and Fulton County has worked well on past projects.
