Request approval of a Memorandum of Understanding (MOU) between Fulton County, by and through its Department of Behavioral Health and Developmental Disabilities (BHDD), and Grady Memorial Hospital Corporation d/b/a Grady Health System for the purpose of continuing integrative strategies to provide medication assisted outpatient treatment of substance use disorders for Fulton County residents. Fulton County shall pay Grady Memorial Hospital in an amount not to exceed $464,000.00 annually or as otherwise provided by an amendment to this MOU. Effective January 1, 2025 through December 31, 2025. (APPROVED)

Scope of Work: In response to the Opioid crisis continuing to plague our community, the Department of Behavioral Health & Developmental Disabilities would like to continue the partnership with Grady Behavioral Health Outpatient Clinic Medication-Assisted Treatment (MAT) program for Fulton County residents seeking services for Opioid Use Disorders. BHDD would like to continue collaborating with Grady to increase the capacity of their MAT program established in September 2017, from 30 to 60 unique individuals by the end of 2025. The goal is to provide MAT through the use of medications in combination with counseling and behavioral therapies for the treatment of substance use disorders. This MOU will ensure Fulton County residents have access to Grady’s MAT program, inclusive of intensive outpatient treatment services, while utilizing buprenorphine and naloxone (Suboxone) medication to treat Opioid-Use Disorders. These medications can be life-saving by sustaining recovery compared to traditional abstinence based alternatives. Grady’s partnership with Emory and Morehouse Schools of Medicine has strengthened their ability to provide a unique staffing blend, including toxicologists and addictionologists, to serve the needs of Fulton County residents with opioid use disorders.
Community Impact: Fulton County through the Department of Behavioral Health & Developmental Disabilities desires to continue to collaborate with Grady to increase the capacity of their MAT Program from 30 to 60 unique individuals by the end of 2025.
Department Recommendation: The Fulton County Department of Behavioral Health & Developmental Disabilities recommends approval of the Memorandum of Understanding.
Project Implications: The services described under this MOU shall be performed by Grady Health System MAT Program for a total amount of $464,000
