Request approval of a recommended proposal - Department of Real Estate and Asset Management, 26RFP07012026K-DB, Design Professional Services for the Fulton County Jail Special Purpose Facility in an amount not to exceed $45,500,000.00 with JusticeWorks JV (a joint venture comprised of STV, Incorporated, Treanor, Inc., and Pond & Company) (Atlanta, GA), to provide design professional services for the planning, design, and construction administration of a new approximately 1,800-bed, 780,000 sq/ft Fulton County Jail Special Purpose Detention Facility. Services include complete architectural, engineering, detention, design, security, specialty-consulting, permitting, and procurement-support. The initial term of the Contract shall be for a five (5) year term, with one (1), two (2) year renewal option or until completion as determined by the County. The contract will commence as of the date of the Notice to Proceed (NTP) issued by the County.

Requirement for Board Action
In accordance with Purchasing Code Section 102-375, competitive selection procedures for professional and consultant services of more than $100,000 shall be forwarded to the Board of Commissioners for approval.

Summary & Background: Fulton County operates the largest local detention system in the State of Georgia. Existing facilities on the Rice Street campus have experienced significant operational and physical challenges, prompting the County to undertake a long-term, phased capital improvement program focused on safety, compliance, and sustainability.
The Fulton County Jail Capital Improvement Program (FCJCIP) establishes a sequenced approach to addressing these challenges through the construction of a new Special Purpose Facility. The Special Purpose Facility is intended to house vulnerable populations and consolidate key jail support functions, thereby improving operational efficiency and enabling future construction activities on the active campus.
The FCJCIP establishes a strictly sequenced approach to construction delivery. It prioritizes Phase I: the construction of a new, state-of-the-art 1,800-bed, 780,000 square foot Special Purpose Detention Facility to be located on the Rice Street campus. The delivery method chosen for this project is a Construction Manager At-Risk (CMAR) to optimize risk containment and cost control.
This new facility is intentionally designed to house vulnerable populations and consolidate core jail support functions. This consolidation optimizes campus-wide operational efficiencies and establishes the physical swing space necessary to facilitate future construction and targeted renovations to existing housing units and auxiliary support structures across the active, secure campus.
The Special Purpose Facility addresses critical needs for male and female populations within the jail, including:

• Behavioral health
• Youthful offenders
• Geriatric
• Alternative lifestyle
• Protective custody
• Minimum - maximum custody
Fulton County has engaged a third-party Program Management Team (“PMT”), ACR Partners, to serve as the Owner’s Representative for the FCJCIP. The Design Professional shall work collaboratively with ACR, the CM at Risk, and Fulton County to deliver this Special Purpose Facility.
Scope of Work: This contract provides a qualified design, architectural & engineering team to provide Design Professional Services for the planning, design, and construction administration of a new approximately 1,800-bed, 780,000 sq/ft Special Purpose Detention Facility to be located on the Rice Street campus in Atlanta, Georgia.
The scope is divided into sequential design phases and specialized technical disciplines:

Community Impact: The successful completion of this project will improve safety for the community by upgrading infrastructure to create a secure environment for both detention staff and inmate residents, while utilizing trauma-informed design to provide humane care, medical, and behavioral health treatment for vulnerable populations. Furthermore, replacing inefficient legacy systems with durable, energy-efficient infrastructure will deliver long-term savings by significantly lowering future emergency repair costs.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
Project Implications: This contract’s intent is to provide a design for the Fulton County Jail Special Purpose Facility.
Community Issues/Concerns: Fulton County understand community concerns regarding fiscal accountability, jail spending, safety and security of employees, detainees and public safety. Because this project is highly visible to the public, the County is using strict, independent third-party checks to account for every dollar spent.
Department Issues/Concerns: If this proposal is not approved, the County does not have the capacity, or the expertise, to perform the Design services required for the Fulton County Jail Special Purpose Facility.
Contract Modification: This is a new procurement.
