Summary & Background

A Master Plan document will provide insight into several key elements of the North Fulton County water distribution network. Key goals under this effort include a forecast of future water demand based on anticipated growth within the cities of the North Fulton Water Service Area (Milton, Alpharetta, Roswell, and Johns Creek); evaluation of the County’s water loss program; review of the current hydraulic model, required infrastructure projects and an updated Capital Improvement Program(CIP); review of the distribution system’s interconnectivity and emergency connection needs; and identifying any possible regulatory shortfalls.

Scope of Work: The Public Works Department recognizes the need to assess the current condition of the North Fulton water distribution system and the effective planning associated with that network. The purpose of this project is to ensure future water demand needs, thru 2050, can be met by the water distribution system without adverse effects to the expected levels of service. This task includes identifying where improvements, upgrades, and new facilities may be required in order to sustain the desired levels of service while accounting for future development. Successful master planning in Fulton County will incorporate the input of the four(4) municipalities we serve (Cities of Roswell, Milton, Johns Creek, and Alpharetta) while closely coordinating the operations of the Tom Lowe Plant which is jointly owned/managed by Fulton County and the City of Atlanta.

Community Impact: This study will have no immediate direct community impact.  However, without proper planning of the future water system, communities in North Fulton will not be able to develop and grow as outlined in their Comprehensive Plans.

Department Recommendation: The Public Works Department recommends approval of this item.

Project Implications: Master planning activities and the resulting technical memorandums/recommendations, expected as deliverables from this study, provide additional tools that help inform staff with regards to the proper management, planning, and operation of the North Fulton Water System.
