As part of its funding process, the U.S. Department of Housing and Urban Development (“HUD”) requires the County to prepare and submit a consolidated plan that serves as the comprehensive housing affordability strategy, community development plan, and submissions for funding under any of the Community Planning and Development formula grant programs (e.g., CDBG, ESG, HOME, and HOPWA). Pursuant to 24 C.F.R. § 91.505 and 24 C.F.R. § 91.200, HUD allows amendments to the County’s consolidated plan and annual action plans (1) where there are changes to funding allocations or changes to the method of distribution of funds, (2) to carry out an activity using funds from any program covered by the consolidated plan not previously described in the action plan, and (3) to change the purpose, scope location, or beneficiary of an activity.
On May 6, 2021, the Board of Commissioners approved Agenda Item #20-0341 authorizing the Fulton County Department of Community Development (“Community Development”) to utilize reprogramed Community Development Block Grant (“CDBG”) funds to execute project activities.
The County has an unobligated balance of $197,408.71 in FY2014 funding. These funds will expire on September 11, 2021. The Department of Community Development is requesting authority to amend the funding year(s) for two projects that were completed ahead of schedule (Fairburn and College Park) in order to expend the older year funds first; and amend the funding year(s) for the City of Union City in order to extend the time for project completion.
Scope of Work: The requested amendment to change funding years is outlined below to allow reimbursement for payment processing to expend older year funds.

Community Impact: County-wide projects and activities needed by low and moderate income citizens.
Department Recommendation: Request approval to amend award year on CDBG contracts to expend pre-2015 funds by September 11, 2021.
Project Implications: Permitting Community Development to use CDBG prior year award funds will increase the department’s ability to provide services to the County’s low and moderate income communities and support previously identified community projects for which contracts have been executed, but which include incorrect information regarding the CDBG funds being utilized.
Community Issues/Concerns: There are no community issues or concerns with this item.
Department Issues/Concerns: Without BOC approval, the department cannot spend 2014 prior year funds by the deadline date of September 11, 2021.
