Request approval to renew an existing contract - Department of Real Estate and Asset Management, 23ITB138778C-MH, Boiler Inspection and Preventive Maintenance Services in the amount not to exceed $400,000.00, with Daikin Applied Americas, Inc. (Marietta, GA), to provide on-site boiler inspection and preventive maintenance services within Fulton County facilities. This action exercises the second of two renewal options. No renewal options remain. Effective dates: January 1, 2026 through December 31, 2026.

Requirement for Board Action
In accordance with Purchasing Code Section 102-394(6), the Purchasing Department shall present all renewal requests to the Board of Commissioners at least 90 days prior to the contract renewal date or 60 days if the contract term is six (6) months or less.

Summary & Background This contract furnishes all materials, labor, tools, equipment, and appurtenances necessary to provide on-site boiler inspection and preventive maintenance services for 27 boilers located within select Fulton County facilities.
Scope of Work: The Scope of Work includes but is not limited to the following preventive maintenance tasks:
1. Inspect boilers, fireboxes, and water heaters.
2. Inspect burners and flame controls.
3. Inspect fuel systems, pressure and safety valves, regulators, and switches.
4. Inspect linkages and pipes and check diaphragm valves.
5. Inspect all feed water and condensate pumps and motors directly feeding makeup water.
6. Inspect fans and check for unusual noise or vibration, tighten fan blades and lubricate shaft ball bearing.
7. Inspecting motor starters, run diagnostic check, and check all terminals.
8. Inspect boiler controls and test all safety devices and alarms for proper operation.
9. Inspect low and high-water cutoff and clean and check all water columns, glass
gauges, and try cocks.
10. Inspect the outside finish on the unit and all components to include galvanized and
stainless steel construction and painted surfaces.
11. Inspect boilers with heating elements, perform continuity and amperage check of
the elements.
12. Test all boiler pumps and water chemicals levels to include recirculation pumps.
The State of Georgia mandates annual inspections of all pressure vessels/boilers to ensure compliance with established building code in accordance with the safety standards set forth for this this type of equipment. See also Georgia Rules and Regulations Subject 120-3-26.
Community Impact: This service impacts the community because State rules and regulations protect employees and visitors to Fulton County facilities which house boilers, water heaters, and similar.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
The requested authority in the amount of $400,000.00 is an increase of $300,000.00 over 2025. The reasons for the increase are as follows: 1) the cost of boiler supplies and equipment has increased approximately 45% due to recently imposed trade tariffs; 2) scheduled replacement of two (2) existing boiler systems that are approaching the end of their useful life (Bowden & Mills Centers - $135K for both), 3) the addition of new facilities with boilers to the County portfolio in FY 2026 (4700 North Point Pkwy, 475 Fairburn Road, Behavioral Health Crisis Center at Oak Hill, and the new Public Safety Training Center), and 4) the addition of preventive maintenance services for the four (4) heaters associated with indoor pools at the multipurpose senior centers ($73K).
This is a time and material contract, and the requested spending authority in the amount of $400,000.00 is sufficient to cover the repair/or replacement of these systems which comes, annual boiler inspections, replacement parts/ components, and labor rates for maintenance repairs for FY2026.
Project Implications: This contract is critical for compliance with State of GA regulations as well as for the continuity of operations in multiple County facilities.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If this renewal contract is not approved, the Department cannot provide boiler inspection and preventive maintenance services in Fulton County facilities which will result in the loss of State of GA operating permits.
