Request approval to enter into Community Development Block Grant (CDBG) contracts with the following: College Park ($120,000.00), East Point ($150,000.00), Fairburn ($180,000.00), Hapeville ($120,000.00), Palmetto ($70,000.00), Union City ($180,000.00) to deliver community development activities. Total amount being awarded is $820,000.00. Authorize the Chairman to disburse funds, execute and administer the CDBG contracts and related documents consistent with the federal program regulations and this Board action. Effective upon BOC approval. 100% grant funded.

On July 9, 2025, the Board of Commissioners approved Item # 25-0504 to accept the CDBG Grant Year 2025 award from the U.S Department of Housing and Urban Development (HUD) in the amount of $1,254,161 and a Resolution to authorize the adoption and approval of the 2025 HUD Annual Action Plan which provides a concise summary of actions and activities to be carried out each year to address the priority needs and specific goals identified in the Consolidated Plan.
Scope of Work: The Department of Community Development 2025 HUD Approved Annual Action Plan outlines eligible CDBG projects and activities that will be carried out by contractual agreement as detailed below. The projects were selected through an application process.

Community Impact: Community Development Block Grant (CDBG) funding strengthens communities by supporting housing, infrastructure, and essential services that improve the quality of life for low‑ to moderate‑income residents. These investments help stabilize neighborhoods, expand economic opportunities, and address critical local needs.
Department Recommendation: Approve the requested action.
Project Implications: CDBG projects and activities enhance the quality of life for low to moderate income citizens in Fulton County, outside the City of Atlanta.
Community Issues/Concerns: Public hearings were held on November 18, 2024, and February 3, 2025. There were no community concerns identified.
Department Issues/Concerns: If the requested action to execute the CDBG contracts is not approved, it will adversely impact the scope and range of services the County is able to provide for low to moderate income populations in Fulton County.
